Tender description
Summary of the work Identification of Business properties for differing Councils in our Hub not currently rated for Business Rates plus any discrepancies in rateable value of existing assessments. Latest start date Sunday 1 March 2020 Budget Range The range will vary for each local authority. Therefore a drawn down service to be applied for each one with an agreed % payment made to the supplier for additional revenue actually gained as a new Rateable Value level for the Council as agreed by the Valuation Office. Why the Work is Being Done to increase business rates income for the local authorities we work with.The supplier must provide accurate information of business properties in local government areas that Powys work with, that are not currently rated together with any discrepancies in the rateable value of them in order to ensure accuracy of the rating list. The Supplier must also provide documented evidence and reports to substantiate any additional rateable value or discrepancies identified within set timescales. The Supplier will also provide online access to evidence packs to include summary valuation data for assessments, details of changes required to each local rating list, as a result of the interventions. Problem to Be Solved Councils need to increase rateable values of any properties that are not currently rated or any that have may have increased due to extentions of business properties. The supplier will work closely with the Valuation Office Agency (VOA) notifying them direct or via the Councils all discrepancies identified as soon as practicable on being notified of them to ensure they are reflected by entries into or amendments made to the local rating list by the VOA. Who Are the Users as a local authority we need to be able to access evidence reports in respect of appeal requests to change Rateable Values. Can we find out the following;• Contract length• Available Budget• Phase i.e. Discovery Contract length - Preference is for a 3 year with potential 2 year extension optionAvailable Budget - We have requested that we make payment for this contract as a % of the successful additional revenue generated. Therefore as the payment is made from additional revenue created it is not possible to provide an answer to that question.• Phase i.e. DiscoveryThis question relates to an agile project approach which is not applicable to the nature of the requirement asked for. 2. Can you please provide more clear details about what you expect from the supplier to deliver in order to make it a viable business? The supplier will deliver in each local authority area, sufficient evidence of additional/new Rateable Value for businesses. That RV will need the Valuation Office to confirm it and also allow the customer to dispute it. If following that period, new RV is generated as income to the council. the council will pay to the company a % fee of the revenue generated in year 1. 3. The problem is about finding the Rateable Value for businesses properties who are not currently rated. 1. Is rateable value here the annual rental value that a property could be let for?2. Will local authorities give the supplier access to data about rateable value of properties that are currently rated?3. Will local authorities provide the list of properties not currently rated along with some information about them (for example, location, specification, description etc.) or the supplier must create processes to find these properties? 1. The rateable value could be based partly on rental but depending on the business category is calculated in different ways. The Valuation Office has more details. https://www.gov.uk/topic/local-government/business-rates2. Yes the current lists will be available if needed but the list is also public domain information from the Valuation Office as we understand it.3. The purpose of the RV finder service is to find those not in the list or where there are upward potential changes so no list can be given as that is what we need from a supplier of this service. 4. Can you let us know?• The type of the expected service to find properties not currently rated: a technology solution or a qualitative research?• Details on systems being currently use by Powys to fulfil this task, if any? Payment is made based on the successful RV found by the supplier and new revenue generated so it does not matter which method is used so long as the right evidence is available for a successful change to the RV or new RV by the Valuation Office. Potentially a hybrid of technology and qualitative research would yield the best result.Powys does not use any system currently.
