Enfield CCG wishes to continue to commission services delivered in a primary care setting from individual GP practices. The intention is to offer equal access to all Enfield residents, regardless of which practice they are registered with. The ‘Enfield Single Offer’ locally commissioned service aims to improve outcomes in these clinical areas: — atrial fibrillation, — anti-coagulation, — care homes, — latent TB, — prostate cancer follow-up, — wound care, — ear microsuction, — smoking cessation, — quality improvement projects, — IM&T infrastructure, — MSK first contact practitioners. For 2020/21 and ongoing, the CCG is seeking to consolidate all care closer to home services under one offer to patients: the Enfield Single Offer. The intention is to offer equal access to all Enfield residents, regardless of which practice they are registered with, by offering this service delivery opportunity to a federated model of general practice, where some elements may be delivered by individual practices and others are delivered via other practices or ‘hubs’ on behalf of groups of practices. Enfield’s Primary Care Single Offer service specification is designed to cover enhanced aspects of clinical care of the patient, all of which are beyond the scope of core GP services and the quality and outcomes framework. This locally commissioned service aims to improve outcomes in the following clinical areas: — atrial fibrillation, — anti-coagulation, — care homes, — latent tuberculosis, — prostate cancer follow up, — wound care, — ear microsuction, — smoking cessation, — quality improvement projects, — IM&T infrastructure, — MSK first contact practitioners. The services commissioned are those that previously would have been commissioned at individual practice level and will remain in place but will be available more widely to the whole population to ensure equity of access. Additional services are those where patient demand is evidenced, i.e.: providing would care within primary care to all Enfield residents. The nature of the services to be provided and the need to be provided across primary care within Enfield means that only a list based procurement could be undertaken. In September 2017 following a restricted list based procurement Enfield CCG awarded a series of locally commissioned services under a Primary Care Single offer to the pan-Enfield GP Federation, Enfield Healthcare Cooperative Ltd. This contract was initially for 18 months. This notice is to continue with this contract for an additional 4 years.
