Tender description

This is a 50 Lot framework covering various aspects of hard facilities management, including options for services, products and managed service. Full detailed information can be found in the specification issued as part of the tender document bundle. The framework will last for 4 years. The scope of the building management system (BMS) is to provide a computer-based control system that manages and controls but is not limited to the mechanical and electrical services of a single building, up to an entire portfolio of buildings using intelligent standalone controllers, or outstations, to accurately control plant such as boilers, pumps, fans, lights and security systems in response to changing conditions such as time, temperature and light levels. It will allow Customers to improve long term planning of their Estates Portfolio. It should support the Customer in providing a platform for design, development and implementation of evolving Facilities Management Strategies. To provide plumbing services in respect of sanitary ware, pipework, and drainage at Customers sites in terms of repairs, new installations, commissioning, servicing and statutory checks. The scope of this Lot will include but is not limited to the maintenance and repair of: — Security Gates, — Sliding Gates, — Remote Control Gates, — Steel Gates, — Timber Gates, — Parking Barriers, — Remote Barriers. The supplier will be required to provide a reactive and planned maintenance service. Requirement for, but not limited to Kitchen Extract System engineers to undertake new work, general maintenance, fault diagnosis and repair works at Customer buildings. A range of clocks are being used by Customers, for example, but not limited to GPS controlled wireless clock systems, Mains Electric Clocks, Battery Clocks, Master Clocks — supporting Slave Clocks, Thermometers and digital clocks. The Supplier must be able to service/repair these varying units/systems as and when required. Requirement for, but not limited to: — Cable Management engineers to undertake new work, — General maintenance, — Fault diagnosis and repair works at Customer buildings. Requirement for specialist locksmith services, offering both a proactive and reactive service for but not limited to: — Internal doors, — External doors, — Cabinets, — Lockers, — Fridges, — Medical Record Cabinets, — Safes. High Voltage and Switchgear Maintenance The requirements will be, but not limited to undertaking general maintenance, fault diagnosis, repair works andnew works, to all buildings on the Customer's site. Requirement for the replacement of lamps (bulbs) in light fixtures, this may be done as each fails, or it may bedone as part of a schedule. This may include, but not be limited to maintenance, service, repair, replacement and installation. Requirement for the Supplier to look after the operation and maintenance of backup generators anduninterrupted power supply equipment. The scope is to appoint a Supplier with Standby Generator maintenance experience to provide maintenanceservices to existing generator sets and/or installations. Requirement for, but not limited to maintenance of ventilation and air conditioning systems. The Operatives will undertake new work, general maintenance/servicing, fault diagnosis and repair works at Customer buildings.This may also include replacement and installation. Requirement for a fully comprehensive fault and breakdown maintenance service for, but not limited to all production kitchen refrigeration, domestic refrigeration, freezers and cold storage equipment at all of the Customer's Sites. The requirement may include maintenance of clinical refrigeration. Fixed Wire Testing involves the testing of electrical services and systems that conduct electricity around abuilding. It covers all of the hard wire in a building and may include but is not limited to: — Main Panels, — Distribution boards, — Lighting, — Socket outlets, — Air conditioning, — Other fixed plant. Requirement for, but not limited to the Maintenance of Cryogenics, engineers are required to undertake newwork, general maintenance, fault diagnosis and repair works at Customer buildings. Requirement for, but not limited to Escalators and Moving Walkways engineers to undertake new work, generalmaintenance, fault diagnosis and repair works at Customer buildings. The Supplier shall maintain and service fully monitored, digital patient-to-nurse call systems with an integrateddigital sound distribution system. The requirements will be, but not limited to undertaking general maintenance, fault diagnosis, repair works andnew works to any nurse call system. The Supplier must liaise directly with the Customer's Representative. The scope includes but is not limited to fully comprehensive Planned Maintenance Annual Inspection of Fire Resisting Door Sets. The requirements under this service area are for the Supplier to carry out full servicing and inspection at specified intervals together with providing a 24 hour call out service for Auto Doors. Requirement for, but not limited to the service, maintenance, installation, repair and replacement. The scope is to provide mechanical services in respect of boilers and heating systems at Customer sites. This will include but will not be limited to repairs, new installations, commissioning, servicing, statutory checks and advice on systems which represent the best option for the Customer in terms of value for money, sustainability and operational constraints. Requirement for the maintenance of all Gas Appliances. The Supplier must be able to support a range of Gas Appliances. This could include, but not be limited to Cooking Appliances and Heating Appliances. Requirement for the maintenance/service and repair of Incinerators, this may include, but not be limited to Clinical Incinerators. It may also include General Incinerators. The Supplier must have the ability to service/maintain all types of incinerator. The Supplier must support the process of ensuring that all systems are operating efficiently and effectively. Requirement for the maintenance, installation, replacement and repair of Air Compressors such as, but notlimited to drills in theatre, and piped systems, such as, but not limited to suction and oxygen, medical air. Requirement for, but not limited to service, maintenance and repair, (installation and replacement) of Combined Heat and Power Systems. Customers may need to stock pile fuel, for example, but not limited to meeting requirements of the Ambulance Service and other Emergency Service Providers. There may be a requirement for, but not limited to: — The Supply of tanks/storage systems, — The maintenance of the tanks, for example, but not limited to testing the pumps and pipe lines, — Cleaning of fuel interceptors, — Collect tanks and manage decommissioning and disposal, — Replacing existing tanks with new tanks and transferring fuels across into new tanks safely and effectively, — Supplier may be required to control the entire project using their own personnel and machinery, — Customers may require the Supplier to design a Bunded Fuel Storage system to meet specific Customer requirements, — The Supplier may be required to support underground storage, — The Customer may have a requirement for maintenance/service only in the event that tanks/storage systems are provided by another Supplier. This may include, but not be limited to installation, testing, maintenance, repair and service which may be aproactive and/or reactive requirement. The Supplier shall set up an annual programme of statutory inspections to ensure all equipment receives the required inspections at the correct time. The successful Supplier(s) will be expected to provide a planned and reactive maintenance service for internal/external building fabric items and equipment which will include but will not be limited to: — Planned maintenance, inspections, tests and certification of fabric and building elements in accordance withstatutory requirements, — Planned maintenance, inspections, tests and certification of fabric and building elements in accordance withindustry best practice, — Reactive maintenance and repair service 24 hours a day 365 days per year to the fabric and buildingelements. The successful supplier(s) will be expected to provide roofing and guttering services to Customers. This may include but will not be limited to the following service activities; — Repairs to existing roof installations, — New roof installation, — Repairs to existing guttering, — Installation of new guttering, — Clearing of guttering. Advice on issues or queries which the Customer may have surrounding roofing and guttering requirements. Requirement for a fully comprehensive re-glazing and emergency boarding up service. There is a requirement for flooring services to undertake new work, general maintenance and repair works for Customers. This may include, but not be limited to: — Flooring of areas, — Repairs and making good of any damaged flooring, — Advice on issues or queries which the Customer may have surrounding flooring requirements. Requirement for the supply of Ironmongery, which is primarily iron goods. The term also refers to items made of steel, aluminium, brass, or other metals, as well as plastics. Requirement for, but not limited to Pneumatic Tube systems to undertake new work, general maintenance, fault diagnosis and repair works at Customer buildings. The type of signage will include, but not be limited to, how to exit the building, general direction information, Disability signs and Health and Safety. The service will include new signs, the maintenance, replacement and removal of existing signage on the Customer's Site. To provide partitioning services to Customer properties. This may include but not be limited to the following service activities: — Erection of partition walls, — Creation of partitioned spaces to create new internal rooms, — Demolition of existing partitioning, — Installation of sound proofing partitioning. Advice on issues or queries which the customer may have surrounding partitioning requirements. Any Customer undergoes regular changes in personnel, all of whom need to be supplied with normal office furniture. There is also a requirement for old furniture to be stored for later use or disposal. The Supplier shall provide a centrally managed facility to organise the provision and supply of all necessary office items as per below but not limited to: — as new employees join the Customer, — as moves occur, — or as new premises are added to the premises. The service is not limited to removal service and can include the provision of storage and disposal of scrap items and/or equipment. Whilst this type of service could be coined as ‘general removal’ services or ‘basic removal’ services, suppliers are encouraged to upload information pertinent to specialist removals including details of pricing, case studies and other relevant information. Removal services will include but is not limited to: — Delivery of crates and packing materials, — Labelling of crates, — Data logging, — Security arrangement and procedures — site specific. Training and supervision of operatives. To provide the provision of a comprehensive service including but not limited to Rate Audits and Rateable Valuations ensuring that all rate demands issued to the Customer are correctly calculated and adhere with legal requirements in terms of both service and information provided. Requirement for BREEAM (Building Research Establishment Environmental Assessment Method) to provide support to Customers in assessing, rating, and certifying the sustainability of buildings. The scope of the Hard Facilities Management Managed Service will include any service areas, classified under Hard Facilities Management: this will be agreed at contracting stage. The Agreement may include, but not be limited to the individual service areas forming part of this Agreement.
