Why the Work is Being Done TPR is embarking on an exciting transformation to support its widening regulatory remit. The use of data is at the heart of these changes, yet the professionalisation of data use in industry is still new and unknown to most. This short programme of work supports the role out of data governance through developing data literacy in specfic key groups (data owners, executives and transformation staff) across the organsiation. The work will be scheduled for mid Feb and complete by mid March Problem to Be Solved Improve the understanding of data governance in the organisation Who Are the Users Please see summary Early Market Engagement Work Already Done Existing Team Primarily you will work with the five members of the data governance and quality team from the central data team of TPR. Other key partners will be identified for you. Current Phase Not started Work Location Napier House, Trafalgar Place, Brighton Working Arrangments There will be a design phase where you will agree the material to be produced, in workshops with the data governance team. You will then prepare the material agreed off site, this will be signed off by the data team and you will be scheduled to attend workshops for delivery. Expenses will need to be included with the budget , no additional budget is available. Security Clearance Additional T&Cs The Pensions Act Skills & Experience Experience of working with public sector Experience of developing other similar programmes of work, inc the associated measures of benefit Experience working in a tranformation/change environment Have an understanding of legal responsibilities of a business and how to ensure compliance Must be able to explain complex issues in novel and simple ways, be able to engage different audiences Experienced in creating re-usable material to support data literacy/data governance programmes Have the ability to design an approach to measure the effectiveness of the programme delivered Produce tools on own equipment, which are compatible with TPR technology stack Must be subject matter experts in Data Literacy Must be available to travel to Brighton for multiple workshops in Feb/March 2020 Must have capacity to design bespoke content and delivery to end users in Feb/March 2020 Nice to Haves Understand the complexity of enhancing data quality Understand the legislative and governance framework within which the data governance team operate and the current models of best practice in this area Understand how to develop a data-led organisation (systems agnostic) No. of Suppliers to Evaluate 5 Proposal Criteria Technical solution Approach and methodology How the approach or solution meets user needs How the approach or solution meets your organisation’s policy or goal Estimated timeframes for the work Value for money Cultural Fit Criteria Understand Data Legislation particularly in Public Sector Understand common data and business challenges Be able to share knowledge of transformation environment Be able to work well with Data team an other key areas in the business Payment Approach Capped time and materials Assessment Method Case study Work history Presentation Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers No questions have been answered yet Budget range no more than £30k inc vat and expenses
