Summary of the work The Data Literacy Programme will focus on delivering results contributing to the development of data culture through collaborations with three key audiences. Programme will use engaging methods to get audiences involved, provide audience with access to curated set of tools. Specialist workshops will provide practical guidance on applying new tools. Expected Contract Length 2 months Latest start date Friday 14 February 2020 Budget Range no more than £30k inc VAT and expenses Why the Work is Being Done TPR is embarking on an exciting transformation to support its widening regulatory remit. The use of data is at the heart of these changes, yet the professionalisation of data use in industry is still new and unknown to most. This short programme of work supports the role out of data governance through developing data literacy in specfic key groups (data owners, executives and transformation staff) across the organsiation. The work will be scheduled for mid Feb and complete by mid March Problem to Be Solved Improve the understanding of data governance in the organisation Who Are the Users Please see summary Existing Team Primarily you will work with the five members of the data governance and quality team from the central data team of TPR. Other key partners will be identified for you. Current Phase Not started Skills & Experience • Experience of working with public sector • Experience of developing other similar programmes of work, inc the associated measures of benefit • Experience working in a tranformation/change environment • Have an understanding of legal responsibilities of a business and how to ensure compliance • Must be able to explain complex issues in novel and simple ways, be able to engage different audiences • Experienced in creating re-usable material to support data literacy/data governance programmes • Have the ability to design an approach to measure the effectiveness of the programme delivered • Produce tools on own equipment, which are compatible with TPR technology stack • Must be subject matter experts in Data Literacy • Must be available to travel to Brighton for multiple workshops in Feb/March 2020 • Must have capacity to design bespoke content and delivery to end users in Feb/March 2020 Nice to Haves • Understand the complexity of enhancing data quality • Understand the legislative and governance framework within which the data governance team operate and the current models of best practice in this area • Understand how to develop a data-led organisation (systems agnostic) Work Location Napier House, Trafalgar Place, Brighton Working Arrangments There will be a design phase where you will agree the material to be produced, in workshops with the data governance team. You will then prepare the material agreed off site, this will be signed off by the data team and you will be scheduled to attend workshops for delivery. Expenses will need to be included with the budget , no additional budget is available. In the requirements you refer to the development of a set of tools. What do you envision them as being? We would envisage a range of mediums specific for the target audience and to meet the requirement set to target the change needed. The creativity of this is left to the supplier, and will be discussed more at interview 2. You mention that these tools must be compatible with the TPR tech stack – please could you provide information on what this is? TPR is dominated by Microsoft products. Tools should be created in formats compatible with Microsoft 3. Please could you tell me what new tools are you expecting the supplier to "produce" on their own equipment and "provide practical guidance on applying"; also what is the "TPR technology stack" with which they need to be compatible? We would envisage a range of mediums specific for the target audience and to meet the requirement set to target the change needed. The design of these is expected to be the innovation of the supplier, based on your knowledge of culture change in the data sector. TPR is dominated by Microsoft products, tools should be created in formats compatible with Microsoft 4. How does the regulator define 'data governance'? Our data governance covers the management, ownership and quality aspects of the data estate in this context 5. How will success be measured? The supplier is to define this measure based on the tools created and against the expected changes envisaged per 6. If the training will be delivered face-to-face, who will be responsible for the venue hire, catering, cost and management? Have any training facilities yet been identified? TPR 7. If a training location has already been identified, what facilities does it have, what are the room sizes and types of layout possible, will WiFi or an internet connection be available? Not identified yet, we have access to a range of rooms all with the expected facilities. 8. Will training participants have access to laptops if these are required, or will the training venue supply them? If participants have access to laptops are there any limitations on their functionality, systems or security that will need to be considered? Participants will have their own laptops, owned by TPR. These are government laptops, hence it is not possible to download software onto them. People will have access to the internet and any materials that you produce can be uploaded onto our system in advance. 9. How many training sessions are expected? A minimum of 2 sessions per audience, but to be defined by the supplier, dependent upon the tools created 10. Have any training dates been identified? Dates will be in March (contract award dependent) 11. Who will be responsible for communicating the training course availability and ensuring attendance? TPR 12. How many people are expected to be trained in each session? That will be dependent upon the tools produced and the best way to convey these to the audience 13. What level of knowledge is expected on the part of the attendees prior to attending the course? E.g. none, familiar with using spreadsheets, very familiar with data and statistics but not familiar with governance and compliance? Participants will be data users in general. They will have an understanding of their data and a good knowledge of how they use it in their business areas. 14. For clarity, is the emphasis of the training data literacy, or data governance, or a mix of both? Participants will generally have a good knowledge about the data they use day to day, they will be less knowledgeable about best practice use of data and the need for this in a modern business - data governance 15. What are the existing experiences of data governance within the organisation? The data governance programme is 2 years old, role out of the basic programme has been achieved, we are now embedding new technology, which will rely on new ways of working and a better management of data. 16. How long is it estimated that training sessions will be? E.g. half a day, a day? Dependent upon the tool, and the output expected 17. Are there existing data governance practices and policies from within the organisation that are to be included in the training? We follow government best practice and DAMA 18. Have any specific outcomes been identified? For example: awareness of data protection, knowledge of use cases for open data, ability to use specific tools or techniques, understanding of relevant statistics. Knowledge/understanding and application of good data management practices is the main outcome for data owners and transformation teams. For the data governance team the outcome is to develop an understanding of best practice engagement with the business, to understand more about the culture change process and how, from a data governance perspective it is. 19. Will there be any follow-up after the training? If so, how will attainment be measured? Is follow-up part of this training intervention or something that will be considered separately? Application of the evaluation that you have prepared will be part of the follow up. The Data Governance team also have a survey which is envisaged to enable us to evidence the changing culture 20. How do you expect the training to be delivered: face-to-face, remotely (e.g. using webinars, videos), or a mix of both? Face to face works best in TPR, but tools which can be used remotely in the future would be great. 21. Could you provide details on the ‘curated set of tools’ that are mentioned in the summary? We would envisage a range of mediums specific for the target audience and to meet the requirement set to target the change needed. The creativity of this is left to the supplier, and will be discussed more at interview 22. Can you confirm that the winning supplier will be working solely with people in TPR or will there also be external parties? Yes, people from TPR solely 23. The DOS listing says the work is 2 months duration but later it says work will take place between mid-February and Mid-March. Can you clarify expected duration and timescales? The work should be complete by end of March 2020 and will begin as soon as we can get contracts in place 24. Can you confirm that the work will be outside IR35? Confirmed - Outside 25. Are there any deadlines external to the project driving the end date e.g. compliance or other deadlines?) We are beginning to embed new technology across 2020 which will require people to work in different ways and apply data governance. We require the training to be complete ahead of tech delivery 26. Can you say more about the sign-off process for the materials to be produced – who will sign-off and and what will be the likely duration of the sign-off process? Is there an opportunity for incremental delivery and sign-off of materials? Sign off will be the Head of Data at TPR, incremental delivery is OK if agreed in advance 27. Can you describe the TPR technology stack please? TPR is dominated by Microsoft products. Tools should be created in formats compatible with Microsoft 28. Do you have a rough idea of the number of Brighton-based workshops you require? (or the number of people to pass through the workshops)? Approx 2 workshops per audience - but to be led by the tool and the best way to disseminate it. A max of 20 people/workshop 29. The default DOS framework requires all Intellectual Property to become the sole intellectual property of the client (TPR in this case) and for their to be no additional licensing constraints on material developed under this outcome. Can you confirm this is your expectation for this work? Yes 30. Can you say more about the data you hold and outline any specific quality issues you may have? We are a government department, we can not disclose details of the data that we hold. However, as we are regulating pensions you can assume that much of out data revolves around pension scheme information. The majority of our data is government data, supplemented with some 3rd party. You should assume that we have all the same challenges regarding data as a medium business of this time 31. Can you please provide the decision making timetable for this procurement We are aiming to award by early Feb, subject to the level of interest and in house approvals 32. Is this programme mainly geared towards data literacy around existing data, or overall data governance? Participants will generally have a good knowledge about the data they use day to day, they will be less knowledgeable about best practice use of data and the need for this in a modern business - data governance 33. Can you provide a high-level Org Structure in relation to IT and data management / governance and number of people that will participate in data gov training by role? You can assume that there will be a max of 20 people/workshop 34. Can you provide a high level summary of data sources, including volumes, located on premise or cloud, structured, semi-structured or unstructured data, if subject to GDPR (PII data) and type of data? We mainly hold structured government data, much of which we collect through legislative survey, much of the data is not sensitive in nature; although of course there are elements which are highly sensitive. We have a fragmented estate currently, but are in transformation to become cloud based and to develop a centralized platform 35. Can you provide a high level description of the TPR tech stack? TPR is dominated by Microsoft products. Tools should be created in formats compatible with Microsoft 36. What tools are expected to be produced? We would envisage a range of mediums specific for the target audience and to meet the requirement set to target the change needed. The creativity of this is left to the supplier, and will be discussed more at interview 37. Please clarify the numbers of staff to be trained across the groups of data owners, executives and transformation staff? 2 workshops of max 20 people are planned 38. One question asks to ‘Produce tools…compatible with the TPR technology stack’. Are these intended as training artefacts only, an e-learning suite or are TPR expecting functional data governance tools? Training artefacts/e-learning suite is what we have in mind – functional data governance tools are not in scope for this work 39. Does The Pensions Regulator have a current data governance approach that training will need to reflect? Our approach follows the government guidelines, legislation and specifically for data governance we follow DAMA 40. Please describe the parts of TPR technology stack that the training artefacts need to be compatible with? TPR is dominated by Microsoft products.
