Tender description
The development of a large scale multi-functional event centre for Cork City capable of accommodating a range of events including concerts, festivals, family entertainment, cultural, sport, exhibitions, conferences and trade shows. Cork City Council (the ‘Council’) published a Request for Applications for Public Funding for the Development of a multifunctional event centre in Cork City on 14.8.2014. The suitability assessment questionnaire included the following details: — the event centre would have an approximate capacity of 6 000 persons, — it would be multi-functional in nature to accommodate a large range of events including concerts, festivals, family entertainment, cultural, sport, exhibitions, conferences and trade shows, — the event centre would be located in Cork city, — the Government would make up to 10 000 000 EUR available with the Council making up to 4 000 000 EUR available as a non-repayable grant with any additional funding sought over this to be repayable on terms/timeframe as proposed by tenderers, — the event centre would operate for a minimum of 15 years, and — the developer would be responsible for engaging the construction entity and the operating entity. The Council made available a funding agreement to bidders which set out certain terms in respect of the project (and in particular the proposed funding by the state in respect of the project). This included details in respect of: — the facilities being made available, — conditions in respect of drawdown, — guarantee and indemnity provisions, — information and other restrictive covenants, — events of default, and — conditions precedent.
