Tender description

The purpose of this PIN is to gauge market interest in a potential future contract opportunity. It will also inform LB Barking and Dagenham’s procurement strategy ensuring that any procurement route subsequently selected is attractive to the marketplace and will provide a competitive tendering environment for efficient delivery of any future contract requirements for mobile telephony. Requirements: 1) Telephony provider (a) service only contract, no handsets or devices; (b) self service administration portal so we can manage the account and report on our data\voice usage and view bills, etc. and order sims, support portal; (c) ability to restrict\manage international roaming. Ideally from the portal mentioned above; (d) warrant good service provision in the borough and excellent provision within our core Corporate buildings (4). If signal boosting arrangements are needed in Council buildings, these to be included in the base cost and not an extra. The Council wont wilfully interrupt signals but may change layout of buildings within the life of the contract, supplier to maintain service levels; (e) data, Voice and SMS normally required for mobile devices; (f) data only services with suitable SIM for 2G, 3G, 4G and 5G devices as needed. Our main need for 2 G and 3G is to support embedded devices for building security and monitoring. It is possible that 5G will bring IOT requirements across our estates; (g) strong preference for eSim rather than physical (Accept the tech may not be ready at the start of the contract) Both eSim and physical SIMs to be available as needed; (h) 2G, 3G, 5G and 5G data (accepting that 5G is not yet available but no cost penalty when it does become available); (i) ability to have WiFi calling and free use of network provider hotspots wherever they exist (public spaces, underground etc); (j) single aggregated data block for the entire Council; (k) unlimited calls (PSTN, UK) (would consider fair usage cap at say 900 minutes per month); (l) unlimited SMS (would consider limits on this); (m) would consider single aggregated services for the entire Council on Data, Voice and SMS; (n) all services Aggregated or not to roll forward unused capacity and liability from month to month. If liability continually builds rather than a 1 or 2 month peak then overall levels to be amended; (o) quantities to be based on current billing levels, however, it’s our intention to drive current mobile handset levels down by up to 50 %; (p) the Council has a number of dependent subsidiary businesses, the Council wishes to be able to provide the same service available to Council departments to these businesses i.e.: we may assign services to staff in those businesses. 2) Handsets (a) to be procured in batches of 100 as the Council needs; (b) specification TBA and may change from batch to batch.
