Summary of the work Lead the team as the Microsoft Project SME within C4ISR and ALIS teams at MOD Corsham. Impart knowledge, introduce processes and best practice into a reshaping team delivering capability into multiple areas. An exciting opportunity to be part of an organisation working differently to the rest of the MOD. Specialist role Delivery manager Expected Contract Length 12 Months + 6 Months (OPTION) Latest start date Monday 7 January 2019 Maximum Day Rate £720.00 inc VAT Who Speclialist Work With ASDT are a dynamic and forward leaning organisation in the Ministry of Defence (MOD). They are implementing and showcasing a change of approach in the MOD with organisational structure and are implementing AGILE into both project management and the technical space. The C4ISR, ALIS and Legacy Med IS groups require a skilled specialist who is also willing to impart knowledge to a group that is able to listen and adjust to advice. This team are about to undergo some significant challenges and introduce new capability to the MOD. What Specialists Work On The Project Controls Manager will provide: a. Production of reporting detail on status and quality of project plans on a monthly basis. b. Providing evidence to support robust governance/reporting ensuring consistent regular submissions to ISS & SRO. c. Ensuring Risk and Resource adjusted plans are produced and provide evidence for decision making. Identifying shortfalls in resources utilising technical and project management staff. d. Effective planning and scheduling. Monitoring and development of delivery schedule.Maintaining quality of schedule to meet ISS policy standards. e. Support to timely business/commitment case generation. f. Effective stakeholder management and documentation as required. Skills & Experience • Proven experience in working within a programme of similar size and complexity - 10 points • Expert level user of Microsoft Enterprise Project Management solution with experience of managing programme dependencies, baselining and tracking - 10 points • Evidence of producing EPM plans against AGILE projects and can circumvent or overcome the associated challenges - 10 points • Workshopping; ability to lead small to medium sized groups of stakeholders to extract relevant schedule information to feed into schedules - 5 points • The ability to work under pressure and adhere to challenging timescales - 5 points • Proven organisational skills - 10 points • Strong analytical skills - 5 points • Excellent communication skills - 5 points • Reporting; ability to gather, analyse and present accurate, consistent messages to senior management boards - 5 points • Experience in liaising with industry partners - 5 points • Experience of dealing with remote groups of stakeholders and managing expectations and communications between disparate groups - 10 points • Experience in working in a large scale change programme - 10 points • Demonstration of working on a large scale technical project / programme - 5 points Nice to Haves • Ability to understand programme objectives and proactively link these to scheduling and risk management functions - 5 points • IT literate, with experience of Microsoft Office 365 including SharePoint - 5 points • Working with the MOD - 5 points Work Location ASDT Team, MOD Corsham, Westwells Road, Corsham, SN13 9NR Working Arrangments The specialist will be expected to work full time (240 days per year). The Corsham delivery team works in an Agile Scrum environment. Travel and subsistence expenses to attend other sites will be payable from Corsham using current Civil Service T&S practices. Where possible, MOD Rail Warrants or the Travel Cell will be used. Security Clearance Potential suppliers will be expected to hold or be in the process of obtaining SC Clearance. It will be at the Programme Manager's discretion to allow work to commence if suppliers are awaiting clearance on the expected start date. PLEASE NOTE DV clearance is not required. Please can you confirm if the available rate of £720 is inclusive or exclusive of VAT. This field is usually exclusive and thus the question. As indicated in the Overview section of the advert, the maximum day rate is £720 inc VAT. 2. Can you please share the size of the programme in terms of team size and total budget? The team is currently expanding from 5 and will increase.Approval and Budget to Aug 2020 is £30M for OEHE and ALIS is funded by LDT.10 year funding plan is +£100M 3. How many direct/indirect reports will this specialist have and whom will the specialist report to? The Specialist will report to the Programme Manager (Maurice Smith) and will be on a monthly basis for a report. Daily contact as required 4. Is this role closer to Delivery manager role or Project Support/PMO role? Projects Support (delivery of plans and understanding of what the projects are doing would be helpful for context) 5. What is the current structure of the team and where does this specialist fit in the structure? Hierarchical structure – responsible to Programme Manager for delivering a number of project plans and schedules for a number of PMs 6. Is this a new role and there is already an incumbent? This is a new role and no incumbent. 7. Hi, is there any preference for SC cleared candidates or will every candidate be considered at part irrespective of their SC clearance status? Potential suppliers will be expected to hold or be in the process of obtaining SC Clearance. It will be at the Programme Manager's discretion to allow work to commence if suppliers are awaiting clearance on the expected start date. 8. Will this role be inside or outside of IR35? This requirement sits outside IR35.
