Tender description
Barking and Dagenham, Redbridge and Havering (BHR) Clinical Commissioning Groups have stated their intention to commission a new model of urgent care services for the BHR areas. To help people access the right care, right place, first time and to simplify the urgent care pathway, local urgent care will have just 2 points of access and a consistent name for services: 1) Bookable services accessed through 111 CAS; 2) Urgent Treatment Centres (UTCs). Services will be delivered from 12 sites in total including 4 UTCs (2 hospital sites, 2 community sites) accessible to walk-in patients or bookable via 111 CAS. A further 8 locations will support bookable appointments accessed via 111 CAS. The 111 CAS has already been commissioned. Therefore, the focus of this commission will be to contract for the provision of urgent care services at the 12 sites, to be fully operational by the end of June 2020. Based upon 2018/19 pricing, the indicative annual contract value will be circa 10-14 000 000 GBP. Barking and Dagenham, Redbridge and Havering Clinical Commissioning Group (BHR CCGs) have stated their intention to commission a new model of urgent care services for the BHR area. This decision was reached after a formal public consultation. To help people access the right care, right place, first time and to simplify the urgent care pathway, local urgent care will have just 2 points of access and a consistent name for services: 1) Bookable services accessed through NHS 111 Clinical Assessment Service (NHS 111 CAS); 2) Urgent Treatment Centres (UTCs). Services will be delivered from 12 sites in total including 4 UTCs (2 co-located hospital sites and 2 based in the community) — accessed to patients via both walk in or bookable via the NHS 111 CAS. A further 8 locations will support bookable appointments accessed via NHS 111 CAS. The NHS 111 clinical assessment service has already been commissioned. Therefore, the focus of the forthcoming procurement will be to contract for the provision of urgent care services at the 4 UTC sites and the further 8 non-UTC bookable appointment sites. All 12 sites will need to be fully integrated with the NHS 111 CAS, whilst the 4 UTCs will need to additionally manage patients who present without an appointment. It is expected that all 12 sites will be fully operational under the new model of care by the end of June 2020. Based upon 2018/19 pricing, the current indicative contract value for all 12 sites is expected to be circa 10-14 000 000 GBP per annum. The CCGs are continuing to develop and test its draft model of care requirements The CCGs wishes to invite potentially interested providers of urgent care services to help test aspects of the new service requirements and potential commercial options. The CCGs intend to hold an Early Market Engagement between 14:30-17:00, Tuesday 2.4.2019. The event will be held at City Gates Church, 25-29 Clements Road, Ilford, Essex, IG1 1BH. Please note all attendees must pre-register to access the building for the events.
