Tender description
BEIS requires evaluation experts to conduct an impact, process and economic evaluation of the Energy Entrepreneurs Fund (EEF), an innovation grant programme formed in 2012. The expected outcome is evidence to understand the impact the scheme had, including overall benefits and lessons learned to inform future decision-making on innovative grant schemes. The primary outputs are expected to be evaluation reports, slide-packs and presentations. Please note: Due to the risk of actual/perceived conflicts of interest, companies involved in delivering the Energy Entrepreneurs Fund (EEF) will not be able to bid for this requirement which seeks to evaluate the impact, process and economic evaluation of the EEF. We shall be holding a supplier engagement day in London the week commencing the 18th March. We are procuring research and evaluation services for the evaluation of the EEF. It is envisaged this evaluation will include the following: Stage 1: data mining of current data, evaluation scoping, method feasibility and sample size feasibility: — there will be a break point after this stage, with suppliers presenting current knowledge and suggested methodology to BEIS, enabling BEIS to decide whether it is feasible and represents value-for-money to continue with the evaluation, — we have allocated 60 000 GBP for the scoping stage, — we envisage this stage will last 6 months. Stage 2: additional data collection. Stage 3: case studies identification and development. Stage 4: synthesis of data. Stages 2 to 4 are envisaged to last 16 months. Expected principal evaluation approach is qualitative comparative analysis, although we invite tenderers to feedback and suggest appropriate alternative methodologies at the supplier event described in II.2.14.
