Crawley Borough Council (CBC), invites suitably capable District Heating Network operation, maintenance, metering and billing providers to attend a Pre-Market Engagement Event on Thursday 21.3.2019. Background: CBC are in the process of developing a multi-phased town centre District Heat Network which will be delivered via a phased approach over an estimated 5-year period. The first phase will include the design and build of the energy centre on the re-developed Town Hall site, along with a Phase 1 district heat network which will service the re-developed Town Hall site, a combination of civic and commercial offices along with residential apartments located adjacent to the Town Hall and at the nearby Kilnmead Residential Development site. In all, Phase 1 will encompass approximately 305 residential units and 11 700 m2 of civic/commercial space. The heat-on date for Phase 1 is schedule to be 25th — 28.6.2020. Following completion of Phase, 1 CBC, intend to expand the DHN to serve the nearby Police station, residential development on Crawley College Car Park, Crawley College, Library and other connections around the town, encompassing at full potential build-out in excess of 60 000 m2 commercial space and over 700 residential units. Opportunity: the design and installation of the District Heat Network is being delivered by CBC's development partner Westrock as part of the wider town centre development works. Following completion CBC will adopt the DHN and take responsibility for the supply of heat to the various customers. To deliver this function, CBC wishes appoint a suitably qualified contractor to carry out the operation and maintenance of the District Heat Network and provide metering and billing services to the end users. CBC proposes to award a single contract for a circa 10-year period with provision for the operation, maintenance, metering and billing services to be extended to capture subsequent phases of the DHN (subject to value for money considerations and confirmation of the timings for such phases). The contractual structure and duration of the agreement will be discussed at the Pre-Market Engagement Event. Please note that CBC is currently considering whether to establish a wholly owned energy services company (ESCO) to own and operate the DHN on behalf of the council. This decision is anticipated to be formally made in Autumn 2019. In the event that CBC does decide to establish an ESCO, the ESCO will enter into contract with the selected provider. Pre-Market Engagement Event: The Pre-Market Engagement Event will take place on Thursday 21st March with a reserve date of Friday 22.3.2019, the event will take place in Crawley, West Sussex (at a venue and time to be notified). Organisations will have the opportunity to attend a 1-to-1 meeting with the council and its representatives, which will be focused on understanding from the supplier’s perspective, the optimum contracting approach that the council could consider. Interested parties may be asked to complete a short questionnaire prior to the 1-to-1 meeting to help focus discussions.
