Summary of the work Developer for the Beta phases of the Request a Service Record project. Responsible for developing for developing service prototypes, integrating gov.uk/pay and gov.uk/notify and establishing a search tool for record data in line with the Government Digital Technology Code of practice. Specialist role Developer Expected Contract Length 45 days plus optional additional 15 days Latest start date Monday 8 April 2019 Who Speclialist Work With The developer will join a team which included Service Manager, Delivery Manager, Technical Architect and User Researcher. The developer will be expected to work with Subject Matter experts from MOD Disclosure Branches, Policy Leads and members of the public including key user groups for example, genealogists. What Specialists Work On The Developer will support the service manager to ensure that MOD meets its business objectives for enhancing access to historic military service records via www.gov.uk. Skills & Experience • Experience working alongside a user researcher and techncial architect using user centred design practices to ensure stories and user stories and user research are at the heart of product design. • Proven ability to design services to meet valid user needs including planning, designing and conducting usability testing of prototypes. • Experience in back-end development, with knowledge of ideally one of htese programming languages: SQL, PHP. • Excellemt written and verbal communication including strong negotiation skills and the ability to influence external partners, suppliers and stakeholders. • Experience in use of service-based technologies e.g. SOAP, RESTful APIs, XML messaging and JSON and AJAX. • Experience of working using Agile Methodology. • Experience Delivering outputs in line with the Government. • Digital Service Standard, Government Digital Service. • Design Manual and Government Technology COde of Practice and assessment process. • Experience of developing products to meet the needs of assisted digital users to ensure the service is designed to enable maximum digital take up. • Understanding of software principles and use of industry standard web application technologies such as XHTML, CSS. Nice to Haves • Understanding of Government Digital Service design priniciples. • Experience designing services for GOV.UK. • Experience working in multidisiplinary agile teams Work Location No preferred location but travel to London, York or Portsmouth will be required occasionally. Working Arrangments A typical working day is 9am-5pm (however working outside of these hours may be required due to business/project need). The role is based in Portsmouth or York but there may be travel involved tp other regions of the country. Travel expenses outside of the base locations will be covered. What is the daily rate? As per framework rates 11. The role is listed as remote/offsite, however, the location is listed as Portsmouth/York. Can you clarify what, if any, travel will be required? If the applicant would prefer to work onsite, York and Portsmouth are the locations on offer. The role is suitable for remote working but travel to York, Portsmouth or London would be required as needed to meet face-to-face with the project team. 12. Is the rate exclusive of VAT? Quotes should be ex-VAT 13. What is the IR35 status of this role? The role has been assessed as being outside of the Intermediaries Legislation 14. Is current SC Clearance a pre-requisite, or will the consultant be supported through the clearance process? We will support gaining security clearance prior to starting the role 15. Is there any specific MVC framework experience required? No specific framework experience is required. PaaS supports the following languages: Go, Node.js,Java (and other JVM-based languages such as Scala), PHP, Python, Ruby, .NET Core. 16. Is experience of PHP07 essential? Or is experience of PHP4/5 sufficient? Experience of PHP4/5 is sufficient coupled with a willingness to gain knowledge of the most up to date version.
