Tender description

A rail projects adviser is required to assist in the delivery of a number of rail based projects which are being promoted by Warwickshire County Council. The rail projects adviser is required to provide all necessary advice, guidance and assistance to the Council’s Project Managers and to take a leading role in certain activities in order to progress the projects to completion. The scope of the rail projects adviser framework agreement is for the execution of the feasibility, design and management of rail related projects. The requirements for Lot 1 include (but are not limited to) the following tasks: (a) Feasibility and Business Case development. Assist in the development, management and preparation of feasibility, business cases and bids for funding for schemes to relevant standards for example WebTAG and PDFH, (b) Delivery of WCC’s Rail Aspirations. To provide an understanding of current local rail services, constraints and opportunities to meet the future requirements of the Council in delivering its rail aspirations. Provide specialist advice on current rail transport and regulatory change, (c) Scheme Development. Work in partnership with the Council to ensure that the “railway” elements of the projects are delivered both in coordination with the “non-railway” elements of the Projects (for example including planning applications, land compulsory purchase orders) and to the timescales of the whole projects, (d) Procurement. Assist in the procurement and management of an appropriate contractor to enable efficient delivery of the projects in a manner that minimises risk to all partners and stakeholders, (e) Commercial Negotiation. To conduct commercial and other types of negotiations with rail industry stakeholders and other appropriate bodies, to successfully secure rail franchise or other such commitments and (f) Representing WCC. Provide appropriate representation at public inquiries and other appropriate meetings. This lot requires consultants to oversee and manage the delivery of rail projects following accepted rail infrastructure processes and regulations, such as network rail’s Guidance for Rail Infrastructure Projects (GRIP) process or its equivalent.
