Tender description
Sedgemoor District Council are the Statutory and Competent Harbour Authority for the Port of Bridgwater, a tidal port with only NABSA berths, located approx. 4 nautical miles east of Hinkley Point Power Station and approx. 20 nautical miles south west of Bristol Port. The Authority operate an all year round pilotage service using a single dedicated pilot boat. In order to take the pilotage service forward, the intention is to replace the current vessel in 2019. Therefore Sedgemoor District Council wishes to procure a new pilot boat and invites tenders from suitably experienced and qualified boat builders to provide a boat which meets the requirements described in the Specification. The core element of the contract comprises the procurement of a fully certified and coded pilot boat for the Port of Bridgwater Pilotage district, as broadly set out in the below specification: — Area of Operation: MCA Cat D waters (Area Category 3 - up to 20 miles from a safe haven). River Parrett, Bridgwater Bay and Bristol Channel, — Build standard: Lloyds Register of Shipping SSC rules as applied to pilot vessels and MCGA Workboat Code of Practice for Pilot vessels. (MGN280) M.C.A. SCV Cert Cat 3, — Intended use: Dedicated Pilot boat operations, crew transfers, occasional use as a workboat (pushing capacity), — Construction: GRP or equivalent, — Length: 11.5 metres maximum, — Beam: 4.0 maximum, — Draft: 1.2m maximum, — Service speed: 20kts, — Max speed: 25kts, — Design annual service time: Estimated 1 500 hours p.a., — Design life: 25 to 30 years, — Capacity: 6 to 8 persons (2 crew + 4 to 6), — Machinery: Twin Engine Cummins Mercuriser Quantum QSB5.9@350bhp each (2800rpm) or equivalent, — Propulsion: 2 conventional shafts / 2 x fixed pitch props with suitable cathodic protection, — Gearboxes: Twin disk MGX quick shift series or equivalent, — Steering gear: hydraulic incl remote and local with Rudder indicator, — Main engine/gearbox controls: Electronic controls compatible with engine choice, — Fuel Tanks: 2 off capable of supplying or being isolated from each engine., — Fuel capacity: 900 litres, — Fendering – to be integral, in moulded recess of a Fendercare type elastamer fender with formed corners at bow and stern fixed by adhesive or equivalent, — Helm position: Offset to Port, — Seats: suspension style seats for 6 to 8 persons to correspond to capacity of the boat, — Navionics - Package to be proposed and agreed with PoB, — CCTV: monitoring for machinery and void spaces, — MOB Recovery: MOB Rescue transom platform - Electro/hydraulic platform (150 kg loaded capacity) System capable of recovering unconscious casualty horizontally from the water, — Life raft installations: 1 x SOLAS B life Raft suitable for the maximum capacity of the boat, — Guardrails: Hadrian rail style safety rail.
