NHS Arden and Greater East Midlands Commissioning Support Unit (NHS Arden and GEM CSU) on behalf of NHS Southern Derbyshire Clinical Commissioning Group who are acting as Lead Commissioners across the Derbyshire CCG’s (including NHS Erewash, NHS Hardwick and NHS North Derbyshire CCG) are inviting expressions of interest from suitably qualified providers capable of delivering nursing care, health education and governance framework establishment (as one package or the individual elements) for the Integrated Disabled Children’s Service’s Residential Short Breaks at the Lighthouse. To the patients registered with member GP Practices of NHS Derbyshire CCG’s for which they are the responsible commissioner. The current services are due to expire 31.5.2019 and commissioners are undertaking an expression of interest to assess the markets interest in the future delivery of these services both in the short term to ensure there is no gap in provision and longer term. The service provides for children from birth to 18 years across Derby City and South Derbyshire who have: — severe challenging behaviour, — moderate to severe learning disability, — complex health needs. The service is divided into 2 units: Star – a 4 bedded unit for those with challenging behaviour and learning disabilities; Sun Unit – for those with physical disabilities and complex health needs: It is a 6 bedded unit (5 beds currently open) — fully adapted and equipped to meet the needs of its service users. Where most services of this nature do not provide services for children and young people with complex healthcare needs, the Lighthouse model includes this cohort in the service offering by delivering for their needs with a multi-disciplinary team of Residential Children’s Care Workers, employed by Derby City Council, and nursing staff employed by the health provider. The aim of this expression of interest is to: 1) Allow the market visibility of the proposed/future opportunities; 2) Support the CCGs informed decision making on the future commissioning of this service (as applicable); 3) To help refine the future commissioning and procurement approach (as required); and 4) To gauge the level of interest from the market of capable providers with capacity across Derbyshire to deliver the services illustrated above.
