Tender description

— the MMO (as an executive non-departmental public body sponsored by the Department for Environment, Food and Rural Affairs) and on behalf of all UK Fisheries Administrations consisting of Marine Management Organisation England (MMO), — Marine Scotland (MS), — Department of Agriculture, Environment and Rural Affairs Northern Ireland (DAERA), — Department of Environment, Food and Agriculture Isle of Man (DEFA); and — Welsh Government (WG) are seeking the provision of a Vessel Monitoring Software solution for monitoring and compliance. The provision of a Vessel Monitoring System Hub. The solution will receipt, analyse, and forward positional data from tracking devices for effective monitoring of the activities of fishing vessels in accordance with the Common Fisheries Policy. The procurement will be conducted in a 2 stage process with (optional BaFO), the first stage is a selection questionnaire (PQQ/SQ) to determine operator capability and to identify a shortlist to be invited to complete and submit a an invitation to tender. The second stage invitation to tender shall determine the preferred potential supplier to be awarded the contract (subject to agreement). Prospective bidders must access the selection questionnaire via the online tendering system Bravo Solutions (https://defra.bravosolution.co.uk/web/login.html). The contract term is an initial 3 years with 2 annual extension options to be exercised as 3 years + 1 year + 1 year. The final contract award will be ranked in accordance with criteria set out in the ITT document.
