Tender description

Exploring the provision of a social care finance and records management system. The Trust (working on delegated powers from the Local Authority) are seeking to explore the market to provide a bespoke system to integrate our various finance recording systems. A pictorial architecture is available. We propose that any interested parties upload an outline proposal by the closing date and to engage with a panel of internal stakeholders on Thursday 4.4.2019 either in person or via telephone conference. Exploring the provision of a social care finance and records management system to cover the following areas: — care home payments and charging with interfacing to payment system to ensure continual ledger processes, — domiciliary and day care payments and charging system with interfacing to debtors system to ensure continual ledger processes, — payment advice system interfacing to printing system, — debt management system including online viewing and electronic interfacing to printing system, — finance assessment and benefits system including offline completion of forms capable of electronic signature and synchronisation back to the main system once on the network. Management of deferred payment referral through to agreement, — direct payment system to manage the financial review process and integrated chronology of events, — court of protection system to manage the day to day working of a client’s financial life including investment tracking, income and expenditure forward tracking and form filling capability, — continuing healthcare system including pathways and financial management of each case, — provider management system and individual service contract creation and management including online portal for providers and electronic signature, — all systems to hold a full chronology of discussions, emails, phone calls and any other information that is pertinent to each individual client/provider, — all systems to have reporting capabilities including down to general ledger coding, — the system needs to be secure/encrypted and using current technology standards i.e. HTML5, — active directory integration, — social care case management system integration.
