Energy Trading Partner

Tender description

EirGrid and SONI have a requirement for an Energy Trading Partner. EirGrid and SONI, in their roles as Transmission System Operators (TSOs) in Ireland and Northern Ireland, have an obligation to take various measures to minimise curtailment of priority dispatch generation (mainly renewables), including the use of countertrading on interconnectors. There may be at times security of supply obligations where interconnector flows need to be adjusted and/or testing. A new market in Ireland and Northern Ireland (I-SEM) is due to commence on 1 October 2018 and while schedules on Interconnectors will initially be determined by the market, the TSOs wish to have the capability to countertrade to meet their obligations. The East West Interconnector operates at 530 MW import and 500 MW export while the Moyle Interconnector nominally operates at 500 MW import and 500 MW export. EirGrid and SONI now wish to engage an Energy Trading Partner to facilitate counter-trading. The expected situations that will generate trade volume requests from the TSOs to the Energy Trading Partner are: • Priority Dispatch • Security of Supply • Optimisation of the Largest Single Infeed • Testing of Interconnectors The Trading Partner will act to sell or buy electricity from the GB market following market gate closure in I-SEM. The TSOs will identify the volume of energy required to be counter-traded over each DC interconnector. The Trading Partner may be responsible for setting up the required market infrastructure (e.g. registration of units) and systems to allow such trades to occur. The contract will be awarded for a period of three years with an option to extend annually for up to three years. EirGrid and SONI envisage qualifying up to 3 Candidates from this pre-qualification process, subject to the quality of responses received
