Tender description
The Council intends to set up a framework of Licensed Asbestos Suppliers for the removal, encapsulation and enclosure of asbestos containing materials, from both commercial and domestic properties that the Council own. The Council intends to set up a framework of Licensed Asbestos Suppliers for the removal, encapsulation and enclosure of asbestos containing materials, from both commercial and domestic properties that the Council own. The contract will be for a period of 4 years. Specification: The Council is one of the biggest landlords in Oxford, owning a diverse portfolio which is both commercial and residential. The Council owns and maintains approximately 800 residential properties and commercial buildings such as community centres, shops and offices. The supplier shall hold a valid 3-year full license for work with asbestos insulation, asbestos coatings and asbestos insulating board, issued under The Control of Asbestos Regulations 2012. The supplier shall hold Contractors Health and Safety Assessment Scheme (CHAS) accreditation or equivalent scheme. The supplier shall be regarded as the “producer” of the waste for the purposes of The Environmental Protection Act; Duty of Care Code of Practice and will therefore be responsible for all relevant documentation including raising of Special Wastes Consignment Notes. The supplier shall be a member of a relevant Industry Association (i.e. ARCA, ATaC, ACAD) and that associations’ quality audit scheme. All employees involved in the delivery of the contract must have received appropriate UKATA Cat 1 training. The supplier must comply with the Council’s Health and Safety Policy which is available for review as part of the tender pack. The supplier shall be fully aware of and comply with the following Health Safety and Welfare legislation: — The Health and Safety at Work etc. Act 1974, — The Control of Asbestos Regulations 2012, — The Hazardous Waste Regulations 2005, — The Control of Substances Hazardous to Health regulations 2002, — The Personal Protective Equipment Regulations 1992, — HSG 247 — Asbestos: The licensed contractors’ guide, — ACOP L143 — Working with Asbestos containing materials, — HSG 210 — Asbestos Essentials, — HSG 53 — Respiratory Protective Equipment at Work, — HSG 65 — Successful Health and Safety Management.
