Tender description

Caerphilly County Borough Council (CCBC) is seeking to establish a framework with Contractors that can provide a current and operational facility, which provides a reliable, effective and satisfactory service for the hire and haulage of skips and for the effective management of recycling and disposal of all controlled waste in accordance with the framework, call-off terms and conditions and associated procurement documents. Tenderers will need to account for haulage within their tendered rates, unless otherwise specified. Usage figures have been provided based on estimated usage. There can be no guarantee to utilising this framework. The usage figures provided may change during the period of the framework. Skip Hire for Housing (including Welsh Housing Quality Standards WHQS, Housing Repair Operations HRO and Building Maintenance). Contractors must be able to supply, deliver, collect and dispose/recycle waste collected through the hire of skips for the housing service area within the Council. The Contractor will be responsible for the haulage of skips. Please refer to the Procurement Documents for further information. The Contractor will be required to submit to the Council, a record of all waste treatment, recovery and disposal tonnages to the Council contract manager/representative in accordance with the Waste Data flow (WDF) Q100 requirements in order to ensure that the Council can comply with its Statutory duties under Regulation 5 of the recycling, preparation for re-use and composting targets (Monitoring and Penalties) (Wales) Regulations 2011. Contractors must have all relevant waste management permits/licences or certified exemptions and quality procedures in place that are appropriate to deal with the waste streams in this framework. The Council reserves the right to use any available Contractor on the framework to fulfil their requirements to ensure efficient, effective and timely services are maintained when undertaking its duties. If a Contractor fails to collect/turnaround a skip order as required the Council reserves the right to stop using the Contractor for any further orders until the Order has been completed. Skip Hire for General Use across CCBC (excluding Housing WHQS, HRO and Building Maintenance). Skip hire, delivery, collection, treatment and disposal for asbestos waste. Asbestos Waste is “Hazardous Waste” when it contains more than 0,1 % asbestos, you must not mix asbestos waste with other waste to get below 0,1 %. All asbestos waste is subject to Schedule 2 of The Control of Asbestos Regulations 2012. Contractors must supply lockable enclosed skips. All Contractors must comply with The Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 (CDG 2009) and European Agreement concerning the International Carriage of Dangerous Goods by Road Regulations (ADR) 2017 and driver must hold the relevant ADR certification when performing the duties under this framework lot. The Contractor(s) shall complete waste transfer notes when carrying waste. The Contractor(s) shall provide consignment notes from the Natural Resources Wales (environment agency) when carrying and transferring hazardous wastes. The Contractor(s) shall provide a copy of their waste carriers license from the Environment Agency/Natural Resources Wales and Waste Management License/Authorisation/Exemption (if applicable) and must be or use a licensed disposal site. The Contractor(s) must be able to provide a disposal service for asbestos in a manner that complies with all relevant environmental and any other legislation with a full audit trail to satisfy NRW/EA and Waste Data Flow requirements. The Contractor must provide the Council with all information required to comply with their Waste Data Flow responsibilities including final destination of all materials processed under this contract. Contractors must have all relevant waste management permits/licences or certified exemptions and quality procedures in place that are appropriate to deal with the waste streams in this framework. The Council reserves the right to use any available Contractor on the framework to fulfil their requirements to ensure efficient, effective and timely services are maintained when undertaking its duties. If a Contractor fails to collect/turnaround a Skip order as required the Council reserves the right to stop using the Contractor for any further orders until the order has been completed. Please refer to the procurement documents for further information. A suitably qualified, experienced and licensed Contractor is required for the recycling and disposal of controlled waste within Caerphilly County Borough Council. The Council may require the Contractor to undertake the recovery of dry recyclables from a mixed Municipal Solid Waste (MSW) stream (achieving 75 % recycling annually) as well as the recovery of dry recyclables collected via a co-mingled system (achieving 80-90 % recycling annually). It is accepted that the black bag and bulky waste collected at the Council’s sites may not have the same recyclate content as source segregated recycling materials. The Contractor should be aware that some recycling materials will have already been removed at the HWRCs, together with materials collected from the kerbside co-mingled scheme, therefore there will be a recycling requirement of (75 % annually) for this element of the contract. Haulage of Household Waste Recycling Centres (HWRC) Municipal Solid Waste will be required. Within the pricing schedule the Contractor will be required to provide the cost per tonne for recovering/composting the HRWC materials both inclusive and exclusive of haulage in 40 cubic yard skips and bulk haulage from WTS and/or HWRC’s for the Council. The Contractor will be required to submit to the Council, a record of all waste treatment, recovery and disposal tonnages to the Council contract manager/representative in accordance with the Waste Data flow (WDF) Q100 requirements in order to ensure that the Council can comply with its statutory duties under Regulation 5 of the recycling, preparation for re-use and composting targets (monitoring and penalties) (Wales) Regulations 2011. Contractors must have all relevant waste management permits/licences or certified exemptions and quality procedures in place that are appropriate to deal with the waste streams in this framework. Recycling/reuse and disposal of rubble and other inert material — Contractors shall state what inspection and testing procedures are performed in order to meet the WRAP protocol for the processing/recycling of inert waste and any other relevant recycling standards. The Council may also require the Contractor to undertake the recovery of dry recyclable materials collected via its street cleansing service, which excludes mechanical sweeper waste arising plus residual materials from its HWRCs’ together with collected bulk items to extract/sort at least 75 % annually for recycling from these sources. It is intended to award this Lot to one Contractor only. Please refer to the Procurement Documents for further information.
