Tender description

The Council invites tenders for treatment and composting services for separately collected Green Garden Waste for Broxbourne Borough Council, Dacorum Borough Council, and Three Rivers District Council and treatment and disposal services for separately collected food waste for Broxbourne Borough Council. Further information regarding this opportunity can be found in Section II.2.4. Interested organisations are invited to express interest and tender which will give them access to the full procurement documents in the e-procurement system. Please see Section VI.3 within the OJEU notice for further information. Any questions relating to this procurement must be made via the correspondence area in the Intend e-procurement system, in accordance with the invitation to tender documents and can be addressed to the main contact as shown in the details above. The Council as the waste disposal authority is responsible for arranging for the disposal of all waste collected by the ten (10) Waste Collection Authorities WCAs in Hertfordshire under their duties and powers defined in the Environmental Protection Act 1990. The district and borough councils, collectively known as the WCAs, separately collect materials for recycling. The Council has no statutory requirement to arrange for the disposal of recyclable material such as Green Garden Waste which has been retained for recycling. However, through the Hertfordshire Waste Partnership Action Plan 2007, the Council was requested to procure Green Garden Waste disposal on behalf of the WCAs. As a result, the Council currently pays bulking, loading, haulage costs and the gate fee for the processing of Green Garden Waste instead of paying the WCAs recycling credits. This procurement is for the treatment/composting and haulage of approximately 10 200 tonnes per annum of Green Garden Waste from Dacorum Borough Council. Haulage is required from Cupid Green Depot to a facility provided by the contractor. For haulage, the following collections have been estimated assuming a 44 tonne bulk haulage vehicle: Q1: weekly collections – 11; Q2: weekly collections – 10; Q3: weekly collections – 7; Q4: weekly collections — 2. The service term of the contract will be for the period from and including 1.4.2019 to and including 31.3.2022, although extensions are possible in accordance with the conditions of contract. Due to the nature of the services provided, any contract formed as a result of this procurement process shall be executed as a deed. The estimated total value of the contract is for the initial term inclusive of the approximate value for extensions for the avoidance of doubt, the estimated annual value of the contract will be approximately 344 229,00 GBP. The contract will be awarded for an initial term of three (3) years, with the option to extend the contract up to three (3) further years. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands. The collection contractor's collection rounds have been optimised based on travel time to the existing disposal facility and therefore it is imperative that the accessibility requirements are met i.e. the facility must be within 30 minutes (including traffic) by road from postcode EN8 0NP. The service term of the contract will be for the period from and including 1.4.2019 to and including 31.3.2022 (although extensions are possible in accordance with the conditions of contract). Due to the nature of the services provided, any contract formed as a result of this procurement process shall be executed as a deed. The estimated total value of the contract is for the initial term and is inclusive of the approximate value for extensions for the avoidance of doubt, the estimated annual value of the contract will be approximately 119 900,00 GBP. The contract will be awarded for an initial term of three (3) years, with the option to extend the contract up to three(3) further years. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands.
