Property management services of real estate on a fee or contract basis

Tender description

The service provider is required to deliver the Client’s Estate Management Strategy for the continued development of the PSNI’s buildings and facilities under the following service areas: security, health and safety, audit, financial control and management, contracts management, help desk, property management, maintenance, micro works, projects, energy and utilities management, completion and settlement and variable services. The contract will be for a period of 5 years with break clauses at the end of Years 3 and 4 which may be exercised at the Employer’s discretion. The procedure for this procurement will be open. The contract is to appoint a suitably qualified service provider to deliver property management services on behalf of PSNI, managing pre-planned and reactive maintenance, procuring and managing maintenance works contractors under the Authority's term contracts, managing life cycle and capital renewal projects, utilities management and other related activities. Physical maintenance works will be carried out by others under the management and control of the service provider. The contract will cover the whole of the Police Estate in Northern Ireland and encompass approximately 168 separate sites with an estimated total gross floor area in excess of 306 000 m2. The Estate varies by nature of buildings, age, size and condition while other government organizations may also share the buildings and vice versa. The contract will be for a period of 5 years with break clauses at the end of years 3 and 4 which may be exercised at the employer’s discretion. CPD, in its capacity as a central purchasing body, is administering this procurement on behalf of the Contracting Authority. The Contracting Authority expressly reserves the right: (i) to award one, some, all or no lots; (ii) not to award any contract/Framework Agreement as a result of the procurement process commenced by publication of this notice or to cancel the procurement at any stage; and (iii) to make whatever changes it may see fit to the content and structure of the tendering competition. And in no circumstances will the Authority be liable for any costs incurred by economic operators or candidates. Any expenditure, work or effort undertaken prior to contract award is accordingly at the sole risk of the economic operator or candidate participating in this procurement process. This project will be used to progress the Government’s wider social, economic and environmental objectives. No business whatsoever is guaranteed under any resulting Framework Agreement or contract indeed there is no guarantee that any Framework Agreement or contract will be put in place in relation to this notice. No compensation, etc. will be paid if a contract or Framework Agreement is withdrawn for any reason. Economic operators should take part in this process only on the basis that they fully understand and accept this position.
