Tender description

The aim of this tender document is to establish a framework of approved suppliers to support the Welsh Government in the development and production of Welsh and bilingual education resources. The Framework will be an umbrella agreement setting out the terms and conditions for subsequent call-off contracts, but which places no obligations, in itself, on the Client to purchase any services. The Framework is therefore not a contract; contracts are only formed when services are called off under the framework. Future requirements will be subject to individual mini-competitions under the framework. Schedules of project delivery requirements, payment terms, etc. will be agreed at the call-off stage and will form a legally binding contract with the Client. Adaptations and translation of resources into Welsh. The work will require the adaptation of existing print, digital and/or multimedia resources from other languages into Welsh for use within the curriculum in Wales. The development and publication of original Welsh-medium or bilingual resources in print and/or e-book format. The resources will cover prose, poetry and drama as well as qualifications textbooks and teacher support resources. The development and publication of original Welsh-medium or bilingual multimedia resources. The work will be published in the following formats audio, digital, film, print and/or interactive resources such as websites and apps that respond to input from learners/practitioners or a combination of these formats. The creation of original Welsh-medium or bilingual fiction, factual and technical texts for learners and/or practitioners. This will also include repurposing existing texts. The texts will include resources: — to be used within the classroom to support the delivery of the curriculum and qualifications, — for independent study, — for teaching and training purposes. Subjects will cover all proposed new Areas of Learning and Experience 3-14, 14-19 qualifications as well as pedagogy. Work will also involve adapting existing texts to support the revised curriculum and qualifications. The services of curriculum experts to oversee the development of resources and to provide professional advice. The services required will include (but not limited to) the following: — support in identifying and commissioning teaching and learning resources, — monitoring the development of commissioned resources, — provide professional advice in relation to the curriculum, qualifications and assessment, — support with assessing projects to ensure compliance with requirements.
