In April 15 the MOD signed a contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to make interested suppliers aware that it intends to gather information in preparation of a potential tender for the supply of casualty evacuation equipment and ancillaries to the Ministry of Defence Team Leidos require these to be shipped to Military Medical Facilities UK and Abroad. The main part of this requirement is to supply these products within normal industry lead times to these different sites. Team Leidos wishes to stimulate interest, information and views across the market for the supply of this requirement via this Request for Information (RFI) together with other companies whom Leidos believes may be able to provide useful intelligence on our requirement. Team Leidos is seeking information/views and would be grateful if, in addition to the above, you could answer the following questions: Company capabilities: — Does your organisation currently manufacture, distribute, any combination of these products in the UK? — Are you currently providing these products elsewhere in the Public Sector? (if so please detail where possible), — What innovation can you offer to reduce the cost of these products supply to Leidos? Ordering/delivery: — What is the commercial norm for ordering? — What is your average lead time? Product: — Are your products CE certified? We will be looking to hold a supplier day, potentially on Tuesday 5th March in Bristol to gauge what products are on the market and refine our requirement. The 6 casualty evacuation equipment types we are looking for are below, please contact us for more information on these devices: (a) soft: essentially a sheet, such as a poncho sheet, that can be carried in a webbing pouch, in order to move a casualty a short distance, usually in extreme circumstance. Stretcher poles are not usually supplied but may be fashioned from the environment; (b) semi-rigid: types of fabric/plastic stretchers which can be rolled up and often carried in the dismounted role. Usually smaller than NATO STANAG 2040 allows, but this means they are often suitable for very small airframes. Examples include the MIBS™ or the Team8™ stretcher. They usually incorporate some padding so that the patient can be placed on the ground or deck; (c) ultra-lightweight: specialist stretcher for use in the airborne operations. Similar to the Rigid-folding stretcher but manufactured out of ultra-lightweight materials such as carbon graphite which means they are extremely light. The specialist materials tend to be much more expensive than standard stretcher types. For example the MATBOCK R-Lift stretcher; (d) rigid-folding: the main “General Service” stretcher in use all along the Operational Patient Care Pathway (OPCP). Must meet NATO STANAG 2040. Current examples of rigid-folding stretchers include the Talon2™ and the Nodin Aviation™ stretchers; (e) confined space: similar to the semi-rigid stretcher but predominantly used for extricating casualties from difficult to access locations, in particular from inside HM Ships and HM Submarines. An example is the Neil Robertson stretcher, but the confined space stretcher may equally be required to extricate a casualty from a Sangar position or from inside a building. They must be winchable in both vertical and horizontal orientations.
