Summary of the work Specialist required to work in a Web Interface development team to identify needs, assess security requirements, design and develop the required components, document the low level design, provide in-depth technology input to other technology stakeholders, and conduct a code review periodically. Specialist role Technical Architect Expected Contract Length 24Months total-Initial 12months-further period up to 12months depending on business need&performance Latest start date Monday 18 February 2019 Who Speclialist Work With Specialist will be part of development team working closely with Lead Architect. Specialist will be required to work with multiple development teams and existing vendor(s) to understand legacy web application, and design, develop and document the target technology components to be deployed in an in-house data centre (SECRET and OFFICIAL). What Specialists Work On Specialist required to work in a Web Interface development team:- identify needs, assess security requirements, design/develop and document the required components, provide in-depth technology input to other technology stakeholders, conduct periodic code reviews, and be responsible for low level design. Skills & Experience • Have demonstrable experience of successfully designing and implementing secure web application that are deployed in data centres. • Have demonstrable experience of design and implementation of CI and CD infrastructure and pipeline. • Have demonstrable experience in API security (SOAP/REST) and industry standard best practices to consume secure private APIs. • Have demonstrable experience of successfully delivering digital solutions that collect and manage personal and/or sensitive information up to SECRET with appropriate controls and protection. • Have demonstrable experience of implementing infrastructure and data centre engineering. • Have demonstrable hands-on experience of Java, Web Application frameworks, SOAP & Restful, APIs, JWT, JWS/JWE, JOSE. • Have demonstrable experience of documenting low level design and ability to work in an established design and governance process. Nice to Haves • Have demonstrable experience of successfully and collaboratively working, coaching and sharing knowledge with Public Sector client teams, particularly those with limited agile development experience. • Have demonstrable experience of successful design, implementation and migration of supplier hosted applications to in-house hosted applications. • Have existing, valid SC or DV Clearance. Work Location Her Majesty's Passport Office, based in Victoria, Westminster and Croydon, with occasional travel across the UK. Working Arrangments We expect the specialist to work collaboratively with Lead Architect and in-house development teams that are transforming the HMPO business processes/applications. Service design and development must align with the HM Passport Office strategic technical architecture and technologies Work is based in London and will involve the supplier being on site 5 days per week to work collaboratively with HMPO teams. Travel to regional sites to be agreed, expenses incurred from travel outside of the M25/Greater London will be subject to H.M. Passport Office Travel and Subsistence Policy. Security Clearance SC Clearance is required to start, with a requirement for the successful specialist to gain DV clearance in future. HM Passport Office will support the clearance process. Additional T&Cs Breakpoints to assess progress and quality will be set by mutual agreement. No. of Specialists to Evaluate 3 Cultural Fit Criteria • Be transparent and collaborative when making decisions. • Take responsibility for their work. • Can work with clients with low technical expertise. • Able to work within HMPO design, delivery and governance framework. The maximum day rate has been left blank intentionally, we will assess the day rate for suppliers using the evaluation weighting we have disclosed on the requirements. 2. Is there a current incumbent? There is no incumbent in post. This is a new role. 3. Is this requirement inside or outside of IR35? We expect this engagement to be outside IR35, however status is assessed on a case-by-case basis. 4. Please can you tell me who the Lead Architect is? The Hiring Manager is not happy to give this information out. 5. Can you please confirm whether candidates need to meet the criteria for DV Clearance? Yes
