Summary of the work Data Modelling and Services Technical Lead for HMPO's projects, to iteratively design, build and implement a data stores in collaboration with Lead Data Architect. Deliver/maintain consistent data models across the enterprise and develop the data services/data products to support data needs of the HMPO projects and programmes. Specialist role Data engineer Expected Contract Length 24Months total-Initial 12months-further period up to 12months depending on business need&performance Latest start date Thursday 3 January 2019 Maximum Day Rate 750 Who Speclialist Work With Specialist will be part of data architecture team working closely with the Enterprise Data Architect. Specialist will be required to work with multiple development teams to develop data models and data services. What Specialists Work On Data Modelling and Services Technical Lead for HMPO's projects, directing agile delivery teams to iteratively design, build and implement a data stores in collaboration with Lead Data Architect to deliver consistent data models across the enterprise, maintain and govern the data models. Lead the development of the data services and data products to support data needs of the HMPO projects and programmes. Skills & Experience • Have demonstrable experience of successfully understanding user needs and designing data models to support them. • Have demonstrable experience of using Amazon AWS (RDS, S3), JANUS Graph and other open source databases. • Have demonstrable experience of successfully designing and delivering migration of legacy databases and data structures to POLE model. • Design, maintain and develop conceptual, logical and physical data models and ensure that all relevant aspects of data model (granularity, etc.) are taken into account. • Analyze the logical and physical database models and guarantee models are in accordance with standards. • Translate technical aspects of data modeling into language that non-technical users can understand. • Work with both technologists as well as non-technical users with ease and approachability. • Have demonstrable experience in API development (SOAP/REST) and industry standard best practices to develop and secure APIs in public cloud. • Have hands on demonstrable experience of using Apache Nifi " Nice to Haves • Have demonstrable experience of successfully and collaboratively working, coaching and sharing knowledge with Public Sector client teams, particularly those with limited agile development experience. • Have demonstrable experience of Her Majesty's Passport Office business processes, systems and data stores. • Experience of GDS best practises. • Have current valid SC Clearance. Work Location Westminster, Croydon, Victoria Working Arrangments We expect the specialist to work collaboratively with  existing in house project teams that are transforming the HMPO business processes/applications. Work is based in London and will involve the supplier being on site 5 days per week to work collaboratively with HMPO teams; travel and expenses remains the responsibility of the supplier. Service design and development must align with the HM Passport Office strategic technical architecture and technologies. Security Clearance SC clearance is required. HM Passport Office will support the clearance process. No. of Specialists to Evaluate 3 Cultural Fit Criteria • Be transparent and collaborative when making decisions. • Take responsibility for their work. • Can work with clients with low technical expertise. • Able to work within HMPO design, delivery and governance framework. Evaluation Weighting Technical competence 60% Cultural fit 15% Price 25% Questions from Suppliers 1. Is there an incumbent in the role? Will they be applying through DOS? There is an incumbent in post. The current incumbents supplier may submit a response to the requirement should they wish. 2. Will this role be inside or outside of IR35? We expect this engagement to be outside IR35, however status is assessed on a case-by-case basis. 3. Will there be any preference for existing SC cleared candidate or will non SC cleared candidate and SC cleared candidate be treated at par during the selection process? SC Clearance is required for this role. HM Passport Office will support the clearance process for the successful candidate should they not already have SC Clearance. SC Clearance has been put as a Nice to Have and will only be used to differentiate between suppliers should there be a tie break.
