Tender description

The Tunnelling and Underground Construction Academy (TUCA) is a purpose-built facility providing training in the key skills required to work in railway engineering, tunnel excavation and underground construction. We are requesting engagement with the market for the upcoming innovative tender for the training facility at Ilford called TUCA. The facility offers world class training facilities for the rail network and tunnelling. As part of the Mayor’s Construction Academy, the facility will also be used for training modern construction methods and support the training needs of TfL’s property development programme. TfL is looking for a partner(S)N to manage the training facility and run courses. TfL would like to hold a market day at the training venue on 6.3.2019. TUCA Background: The Tunnelling and Underground Construction Academy (TUCA) was established by Crossrail Limited in 2011 for the purpose of meeting the skills and training needs of the Crossrail project. As the Crossrail programme draws to a close, TfL is keen to broaden the curriculum offer at the centre to align with training requirements on TfL’s Property Development Programme with a focus on modern methods of construction, under the Mayor’s Construction Academy Scheme (MCAS). TfL is looking for a partner to manage, run and provide courses from the TUCA facility including apprenticeship programmes. The partner organisation will be required to deliver a range of commercial courses to meet the skills needs of the infrastructure and transport sector along with modern methods of construction. Any partner must be able to offer accredited courses. TfL will look to partner with 1 or more organisations that will prepare and publish a curriculum and associated prospectus which indicates the provision offer, training capacity, timings, courses structures, qualifications, group sizes, delivery models and associated, Guided Learning Hours (GLH), funding streams and delivery locations of all courses. The partner will promote the facility as well as develop and manage the website. In addition the partner organisations will work with industry, specialist and advanced technology manufacturers and contractors to develop a range of training provisions relating to infrastructure, transport and construction sectors. The contract value is the anticipated return that TfL expects from the partner organisation for the facility over the maximum period. A commercial approach to the use of the building and the potential of profit sharing will be considered.
