Surrey County Council is establishing a Dynamic Purchasing System (DPS) under the light touch regime which will have a total of 3 lots. Lot 1 and 3 are run by Surrey County Council and Lot 2 is run by Surrey and Borders. We want people to be able to access the right accommodation with care and support that them to: — have access to appropriate specialist accommodation that supports their recovery and promotes independence and integration into the community, — stay in Surrey and within their own communities and networks, — meet the range of needs of people with severe and enduring mental health and/or substance misuse problems. Accommodation with care and support is integral to recovery from mental health and/or substance misuse needs. Mental health teams report issues and challenges with securing appropriate accommodation with care and support at a consistent price. This leads to placements out of county, variations in costs and people being unable to move on from high support services to medium/low support services. A service available for individuals in a mental health crisis who are deemed below the threshold of needing acute care. This lot is owned by Surrey and Boarders Partnership. We will be utilising the flexibility accorded under the light touch regime to set up a dormant lot as a result of this process. A broad statement that describes the nature of services applicable to this lot, draft terms and conditions (based on the agreed T&Cs for Lot 1) and the application methodology/high level criteria will be published but bidders will not be asked to express interest in the lot at this stage. A project will be held on InTend and EoIs invited if and when a specification is established. We are naming this lot upfront so if needed in the future depending on the market demand we would not have to run another procurement process for the same cohort of service users. Commissioners are conscious of the work to review the s75 agreement we have with SABP to deliver adult social care for people with MH and/or SM needs and that there may be additional outreach services required to support service users as a result. The lot could also be evoked to respond any new emerging needs within scope of the agreement.
