Tender description
The London Borough of Newham is inviting bids for its adult and young people substance misuse services. The London Borough of Newham will accept bids from one provider that includes opportunities for sub-contracting arrangements. The local authority will contract with the lead provider. The service will offer substance misuse issues of children from 11-18 years of age and adults from 18 up, providing support and interventions to children, young people, adults and families in age appropriate settings across the borough that will widen service reach and engagement. The commissioner expects the service to include preventative and early intervention and treatment evidenced based approaches in universal and targeted settings, supporting individuals to reduce and stop their substance. Commissioners have undertaken a series of engagement exercises with stakeholders, providers and service users with lived experience of substance misuse to seek their views opinion on what is needed from services in Newham. These opinions have contributed to the development of the specification for the adult and young people substance misuse services. The key service elements of the service will seek a single provider to deliver both the adult and young people’s services, although the service will not be provided through the same locations or with the same approach. LBN will only accept tenders from a single organisation, however, providers can organise themselves into consortia or establish sub-contracting arrangements. The adults’ substance misuse service will be a treatment and recovery service offering a wide range of free, confidential treatment and recovery services for adults, families and carers affected by drug and alcohol issues. Interventions will be evidenced and include: Counselling and therapy: Prescribing and other interventions which support service users to stop using substances and reintegrate into the wider community. These interventions are in line with the National Institute of Health and Care Excellence (NICE guidance and Department of Health clinical guidelines). The service will be delivered from will require 2 premises and will also co-locate with other services. Co-locating with these providers will support the development an open access approach to offering routes into treatment for all residents in the borough. The young peoples’ service will focus on offering substance misuse prevention, education support and advice to all young people in the borough, aged 11-18, as well as offering treatment and support through an outreach model with co-location in key areas such as the youth offending service and youth zones. The new service contract requires innovation and flexibility from potential providers to allow the future service provider to prepare for any developments in Newham. The contract will be for an initial period of 3 years from 1.7.2019 which may at the Council's discretion be extended for 2 further periods of 1 year (ie up to 31.6.2023).
