Tender description

CCC has an existing MRF contract for the pre-treatment/pre-sort and reuse/sale of recyclate materials via a third party MRF facility which is due to expire in September 2019. This contract includes MRF processing and bulking and haulage Shortly, CCC will go out to market to separately procure an interim solution post September 2019 while the Council develops its longer-term solution. The Council along with other neighbouring Authorities are looking to jointly procure the development of a new MRF on a site to be procured by the Councils within the West Midlands. The Council(s) are looking to appoint one supplier to undertake the civil works package for the construction of the MRF which is capable of processing 120 000 to 150 000 tonnes of commingled waste per annum. The Councils are looking to appoint one supplier to undertake the process works package for the MRF, which is capable of processing 120 000 to 150 000 tonnes of commingled waste per annum, and to provide certain operating services for a relatively short period of time post commissioning. We currently anticipate a 2-year contract term for the operation period (with an option to extend such period by a further 2 years at the Councils' discretion). The Council(s) may look to make an award to one supplier to provide a complete solution for the MRF and to undertake the civil works package, process works package and provide certain operating services for a relatively short period (i.e. 2–4 years) period post-commissioning.
