Tender description
Portsmouth City Council — the “Council” — is inviting expressions of interest from experienced contractors for a contract to design and construct a new surface along the quay wall at Berth 2 in Portsmouth International Port (PIP), by modifying the existing level of the Berth and provide options to lengthen the quay. Award of the contract is scheduled for 25.6.2019 and is currently estimated between 3 000 000 GBP to 4 000 000 GBP dependent upon take up of extension options. The core surface works may commence from the beginning of January 2020 and must be completed by 1.5.2020. Application is via completion and submission of a project specific Supplier Status Questionnaire (SSQ) and accompanying documentation by 11.3.2019 14:00. PIP's minimum requirement is for the level of the seaward end of Berth 2 to be reduced in height by 2,5 m, meaning that the whole length of the Berth is at the same level. Additional, PIP want to explore options to extend the quay in order to attract larger cruise liners. The Port will remain in use during the period of the works and it is therefore a requirement that contractors are able to demonstrate experience of working within a live commercial site on projects of similar value. To progress the project a specialist design and build contractor is required who will formulate and deliver an engineering solution, providing a greater level of single point accountability in respect of design and construction risks. It is envisaged the Council will award the contract on the basis of a 2 stage open book procedure, using the following forms of contract for specific activity types: — Stage 1 Design: NEC 4 professional services short contract, — Stage 2 Construction: NEC4 engineering and construction contract either on an Option A or C. Award of the contract is scheduled for 25.6.2019 and is currently estimated between 3 000 000 GBP to 4 000 000 GBP, which is dependent on options to extend the quay wall and is inclusive of contractor design costs. Works may commence from the beginning of January 2020 and must be completed by 1.5.2020. However, the further extension works may be phased into different delivery packages if it is felt advantageous to do so. Through the tender process and subsequent post award stage 1 design activities options to extend the quay wall will be investigated further. In the event that further extension options are not included within the initial works packages the Council may commission the works at a later date via any of the following actions: — alteration of the initial works contract, — establishment of a separate works contract with the successful Contractor, — establishment of a separate works contract through inviting tenders from the 3-4 shortlisted contractors who were invited to tender for the initial works package. The Council also reserves the right to utilise the contractor shortlist for letting further contracts of similar scope for 3 years from formulation of the shortlist. The Council cannot provide any forecast demand information for potential further works and is not bound by the value figure entered within Section II.1.5) above in respect of aggregate value of works that may be let using the shortlist.
