Tender description
Who Speclialist Work With Internal service creation staff, third party contractors and internal stakeholders. The specialist will work with the IT Service Creation team in DVLA which includes Technical Product Managers, Agile Delivery Managers, Delivery Managers, Solution Architects, Business Analysts, Software Engineers, Infrastructure Engineers and Testers. DVLA will provide an overseeing architect, working to the Head of Architecture, and the Delivery Manager will report to the Portfolio lead. Business requirements will be developed in collaboration with key stakeholders within the DVLA. What Specialists Work On The supplier is to provide a Delivery Manager to work alongside DVLA to develop a business case and supporting technical documentation, including: - High Level Strategic approach to Enterprise Management Tooling, with a focus on Cloud based services. - High Level technical design. - Indicative BOM. The business case must include an options appraisal with supporting recommendations. Other mandatory information will include: - Cost to deliver - Impact on Staff/Resource requirements - Benefit analysis - Risks and Issues - Dependencies - High Level Milestones plan DVLA is responsible for agreeing the overall solution architecture, requirements and the business case approval. Where the Work Takes Place DVLA, Longview Road, Morriston, Swansea. SA6 7JL DVLA, Richard Ley Development Centre, Upper Forest Way, Llansamlet, Swansea. SA7 0AN. Early Market Engagement The Business case will cover the following areas: - Monitoring/APM Tooling. - Simplification of ServiceNow and BMC Atrium tooling already in use. - Change Management (Jira and ServiceNow Integration) - Configuration and Asset Management - DVLA's target is a federated CMS model, exploiting and expanding on tools we already have (BMC Atrium, Tufin, Tenable) and identifying additional capabilities that DVLA need (e.g. Software Asset Management). Technical stack: - Applications developed in Java and Ruby. - Containerised deployments using Kubernetes and Docker. - Logging and Monitoring through Elastic Stack. - CI/CD Pipeline utilising tooling including Spinnaker and Drone. - Various Platform, Database and Software as a Service. - Environments within AWS, Azure and some on-site legacy. Scaled Agile framework in use: - DVLA use our own implementation of scaled agile that takes in aspects of SAFe, Disciplined Agile and LeSS. Working Arrangements The Specialist will be expected to work on site (address details provided), 5 days per week. Work Location DVLA, Longview Road, Morriston, Swansea. SA6 7JL DVLA, Richard Ley Development Centre, Upper Forest Way, Llansamlet, Swansea. SA7 0AN. Security Clearance BPSS clearance is required, if SC clearance is required through the duration of the contract the DVLA will sponsor. Additional T&Cs DVLA currently see this advertised role as sitting outside of IR35 as the candidate would not hold a fixed office position and will not have direct day to day direction or supervision. Skills & Experience Evidence and experience of 3 or more years in delivering projects at pace introducing enterprise solutions for tooling across ITIL disciplines supported by delivery examples and contactable references. Evidence and experience over a period of 1 or more years of construction of delivering large scale Enterprise Tooling projects. Evidence and experience over a period of 3 or more years of delivering complex SaaS solutions capable of integration with both Cloud and localised physical infrastructure and applications. Nice to Haves Evidence and experience in delivering IT investments and large scale projects with a proven track record of meeting these in the simplest manner possible. (Minimum of 1 example) Evidence and experience over a period of 3 or more years of working in a successful agile delivery environment. No. of Specialists to Evaluate 10 Cultural Fit Criteria Provide at least one example of being able to form effective relationships with people of all seniorities and job types. Provide at least one example of how you enable self-starters and inspire others to action. Provide at least one example of supporting enablement of in-house subject matter expertise, engaging with staff and creating an environment of knowledge sharing. Provide two or more examples of communication and influencing skills. Provide at least one example of ability to coach, document and handover to staff.
