Tender description

For the purpose of this Procurement, the five NHS Trusts named in this notice plus PHE who are at this stage, committed to Lots 1 and 6 and an interested party in other lots and will confirm their commitment and contracting intentions following the Invitation to Submit Detailed Solutions stage based on the financial and commercial benefits of the proposed solutions. Bristol and Weston NHS Purchasing Consortium (BWPC) is an agent of the Partner Organisations, acting on their behalf solely to carry out the procurement of the Laboratory Services. All decisions regarding the award of the Contracts will be made by the Partner Organisations. Scope of the Services includes the provision and maintenance of pathology equipment as well as the provision of all associated consumables; reagents, collection devices and quality control material necessary for the delivery of the activity and scope of services covered under this tender https://uk.eu-supply.com/login.asp?B=NHSSW - ref RFT34355 5 NHS acute trusts and Public Health England (South West Laboratory) are seeking to procure the following: Laboratory Services includes the provision and maintenance of pathology equipment as well as the provision of all associated consumables; reagents, collection devices and quality control material necessary for the delivery of the activity and scope of services covered under this tender. There 8 lots covering the following (full details of current scope and future scope are described in the tender documents):- Lot 1 — Blood sciences including overall MSC Provision (with automated serology): — front and back end automation, — off track sample management, — automated coagulation, — flow cytometry, — automated biochemistry and immunoassay, — automated serology, — haemoglobinopathy screening, — HbA1c, — protein electrophoresis, — autoimmune testing, — allergy, — newborn screening, — amino acids. Collection Devices (including Urine Tubes removed from Lot 1c) Lot 2 – Automated haematology. Lot 3 – Combined Lot 1 and 2 option. Lot 4 – Automated blood grouping/antibody screening. Lot 5 – Infection Sciences: — automated urine screening, — automated blood culture, — EIA faeces, — pre poured media. Lot 6 – Molecular: — automated molecular virology, — specialised molecular. Lot 7 — Histopathology/neuropathology – including Non Gynae Cytology (1 OBS): — Slide and Cassette identification and labelling, — Tissue Processing, — Tissue Embedding, — Microtomy, — Staining – routine and special, — Coverslipping, — Cryotomy, — Immunohistochemistry, — Digital Microscopy, — Sample tracking. Lot 8 — Point of Care Testing: — Blood Glucose and Ketone Monitoring. (temperature monitoring at GHFT could be included in future scope for GHFT). The Organisations require a solution that builds upon the benefits and efficiencies garnered under existing arrangements, whilst creating a recognised exemplar model for the delivery of Laboratory Services. To achieve this it will need to continue to improve and develop through the term of the Contracts, benefit from ongoing access to new technologies, drive excellence in performance and act as a key facilitator and enabler to future strategic developments. The objectives of the Procurement are to: — enable the Organisations to deliver high quality, cost effective and customer focused pathology services and to deliver improved health care in the health economy, — be focused on the needs of each Organisation’s service users, — deliver significant financial benefits to all Organisations through cost reduction, — improve quality and performance through the application and embedding of continuous improvement methodologies, — replace existing equipment with new equipment and realise the operational benefits of new technology, — facilitate delivery of a recognised exemplar pathology service in the United Kingdom, — reduce burden on each Organisation's capital expenditure, — explore value added services, — facilitate the delivery of NHSI agenda in relation to the Model Hospital. A joint contract management structure between the Organisations will be established post contract award to ensure these objectives are realised through a ‘system wide approach’. See description for Lot 1. As per description within Lot 1. However it is important to note, that Lot 3 is a combined lot to allow for a joint submission Lot 1 and 2. It wont automatically be assumed that if a bidder submits a lot 1 submission and a lot 2 submission that these will be aggregated. This will not be the case and a formal Lot 3 submission will also need to be submitted to in order to demonstrate the benefits of level of integration and amalgamation of supply chains. As per description within Lot 1. As per description in Lot 1. Cytology HPV at NBT may be included within future scope subject to regional procurement tender outcomes for HPV. As per description within Lot 1. Other PoCT eg HbA1c, Hb etc may included in future scope at GHFT.
