Barnsley Metropolitan Borough Council (The Council) currently have a cost neutral environmental enforcement contract providing a visible presence and performing enforcement duties in the town centre. The Council are looking to commission a new environmental enforcement solution in 2019 and are looking to engage with potential providers in the scoping stage to inform the approach. This soft market testing exercise is for providers to engage with the Council to consider opportunities for the delivery of a cost neutral environmental enforcement contract for the Town Centre area of Barnsley. Interested providers are asked to review the SMT document in YORtender and contact the Council via the message centre to register an interest in a 1-1 with Council Officers. Barnsley Council are investing into the Town Centre and developing a range of new facilities for visitors to attend including the new Market (which has recently opened), the Glassworks scheme and extended an public realm. In order to protect the environment for those who live, work and visit the town centre it is important to ensure a professional, dedicated and supportive environmental enforcement service is provided and that the resources used to deliver such a service are ambassadors for the Town. The Council is looking to engage with providers to understand what different models could be adopted to manage enforcement activities alongside education of the public to reduce incidents of things like littering in the town centre.
