Tender description

Provision of most or all components of a Smart Metering Network, such as smart water meters, communications network, data collection and data aggregation services. Potential expansion of this smart metering network to include other “smart” components and IoT capabilities, such as: condition and consumption-monitoring devices for water equipment, communications infrastructure and network, electronic technology for data transmission (hourly readings). This PIN is to inform the market of Anglian Water's ambitions to develop a Smart Metering Network over the next ten years and to seek feedback on our approach and desired outcomes. Subject to regulatory approval, we plan to deploy smart metering to 1 m households in the next 5 years; as well as install and connect thousands of other condition-monitoring instruments across our Water and Water Recycling networks to improve asset maintenance, manage consumption/leakage, and reduce sewer flooding. Having pioneered the concept of Alliance Partnerships in the UK Water industry, Anglian Water prides itself on its “Collaboration, Innovation, Transformation” engagement model with supply chain partners. This notice therefore means to initiate a dialogue with potential suppliers and service providers, and does not serve as a call for competition; nor does it guarantee any future procurement exercise. Our Smart Water Network aspirations come with a set of defined outcomes that we wish to share with market players in order to understand potential opportunities, challenges, constraints and pathways to innovative enterprises and partnerships between equipment manufacturers, communications technology suppliers, communications network providers and Anglian Water. Although the installation of Smart Meters represents a sizeable component of our Smart Water Network programme, we also have other strategic requirements in terms of Operations Technology (Industrial Internet of Things). The programme is described in further detail in the appended documentation. Anglian Water is committed to ensuring fairness and transparency by adhering to EU procurement regulations for Utilities. To that end, we shall be hosting a Market Engagement Day in central London on 13.3.2019, open to all interested parties who register on our e-sourcing platform (https://scanmarket.com) and respond to the brief supplier questionnaire on the nature and relevance of their capabilities, as well as their experience in the IIoT domain. Anglian Water is not liable for any costs, fees, or expenses incurred by any party in replying to or attending the PIN market engagement event. Any potential procurement of any goods, services or works by Anglian Water following this Market Engagement phase will be carried out in strict accordance with the provisions of the Utilities Contract Regulations of 2016.
