Tender description

This is a collaborative procurement exercise being undertaken on behalf of Caledonian Maritime Assets Ltd (CMAL), Comhairle nan Eilean Siar (CnES) and the Highland Council (THC). CMAL owns the ferry terminal at Tarbert (Harris), CnES owns the ferry terminal at Lochmaddy (North Uist) and THC owns the ferry terminal at Uig (Skye). While the procurement process is being progressed as a collaborative exercise, it is intended that separate construction contracts be awarded for each site, with CMAL being client/employer for Tarbert, CnES being client/employer for Lochmaddy, and THC being client/employer for Uig. Full details of the procurement exercise can be found in the ESPD Briefing Information appended to this notice. This document contains a description of the scope of works at each site. It is therefore essential that tenders refer to this document. 1) Introduction This is a collaborative procurement exercise being undertaken on behalf of Caledonian Maritime Assets Ltd (CMAL), Comhairle nan Eilean Siar (CnES) and the Highland Council (THC). CMAL owns the ferry terminal at Tarbert (Harris), CnES owns the ferry terminal at Lochmaddy (North Uist) and THC owns the ferry terminal at Uig (Skye). While the procurement process is being progressed as a collaborative exercise, it is intended that separate construction contracts be awarded for each site, with CMAL being client/employer for Tarbert, CnES being client/employer for Lochmaddy, and THC being client/employer for Uig. The minimum insurance requirements, on an each and every basis/contract, are: Employers Liability 10 000 000 GBP 3rd Party and Property 10 000 000 GBP Loss of or damage to the works, Plant and Materials 10 000 000 GBP Professional Indemnity Insurance 2 000 000 GBP Contract will be let under NEC4 Engineering and Construction Contracts (with Amendments) Important 11.1.5 and 11.2.6 The estimated value across all 3 sites is circa 60 000 000 GBP (subject to SG Final budget approval). The approx split between Uig, Tarbert and Lochmaddy is circa 50 %, 30 % and 20 % respectively. Weighting II.2.5 Weighting Provided Below are for guidance only. Specific percentages weightings for each site will be published in the individual invitations to tender for each award stage exercise Important Duration of contract II.2.7 It is anticipated that works at each site will be constructed, at least in part, concurrently. The duration given in II.2.7 provides an indication of the expected maximum duration of the works at any of the sites. Important Envisaged minimum number of candidates II.2.9 The maximum number of candidates 8 is covering all 3 sites.
