Tender description
The Council are looking to procure a 4 year multi-lot Framework Agreement to refurbish, renovate and repair dilapidated untenanted dwellings. Lot 1: General Building Works and Services (All Trades) Call-Off Value < 100 000 GBP. Lot 2: General Building Works and Services (All Trades) Call-Off Value > 50 000 GBP — < 500 000 GBP. Lot 3: General Building Works and Services (All Trades) Call Off Value > 250 000 GBP — < 10 000 000 GBP. Contractors may only be appointed to a maximum of 2 lots based on the following combinations: — Lot 1 or Lot 2 or Lot 3, — Lot 1 and Lot 2, — Lot 2 and Lot 3, — bidders cannot bid for Lot 1 and Lot 3. It is envisaged that the scope of works or building services for Lots 1 — 3 may include any combination of the services listed above. The scope of the works under this contract comprises the refurbishment, renovation and repair of untenanted and void dwellings. Works include coordination with the Authority’s gas and electrical contractor (where not the Contractor), asbestos consultants and asbestos licensed contractors, as applicable (for which no payment is made to the Contractor). Works may be undertaken in respect to works to: — vacant residential dwellings, and — internal and external common parts (including garages, bin stores, refuse chambers and the like). The contract is to renovate, repair and refurbish untenanted properties owned or managed by The Authority. This includes the properties of any other organisation that the Authority manages now or in the future and any additional properties the Authority subsequently acquires. The procurement will follow the 2 stage restricted procedure: Stage 1: selection through use of PAS91 Standard Questionnaire. Constructionline members providing membership details need only provide a limited subset of selection data (see SQ for details). Invited bidders to ITT stage (Stage 2) will be required to provide generic and Lot specific technical method statements, questions on social value and lot specific schedules of rates. Full details of technical award criteria can be viewed in the ITT documentation provided. The successful tenderer will carry out refurbishment, renovation and repair of untenanted dwellings as directed by the Authority on a project basis during normal working hours or out of hours to bring dilapidated or void dwellings up to an agreed lettable standard based. The scope of building services required may include, but is not limited to, the following services: 1) Brickwork; 2) Carpentry and joinery; 3) Cleaning and clearance; 4) Disabled adaptations and minor works; 5) Drainage; 6) Electrical; 7) Fencing and gates; 8) Foundations including underpinning; 9) Glazing; 10) Groundworks including external works; 11) Heating, gas appliances and installations; 12) Masonry; 13) Painting and decorating; 14) Plasterwork and other finishes; 15) Plumbing; 16) Roofing; 17) Specialist treatments including damp proofing and timber treatments; 18) Wall and floor tile and sheet finishes; 19) Energy performance certificates; 20) Type 2 and Type 3 Asbestos Surveys and Asbestos Removal (building and property owners will be responsible for asbestos surveys). The specification of workmanship and materials for these building services is as defined in the M3NHF Schedule of Rates — Responsive maintenance and void property works — Version 7 — Specification Works comprise both labour and the supply of materials. It is envisaged that the scope of works or building services for Lots 1 – 3 may include any combination of the services listed above, for example: Lot 1: Minor refurbishment works such as cleaning and clearance, painting and decorating, plasterwork and other finishes and wall And floor tile and sheet finishes only to a small number of dwellings between 2 No. to 5 No. individual properties or extensive refurbishment, renovation and repair including the majority of the services listed in 1 — 20 above to single dwelling.
