Bus shelter, highways and other assets advertising — market engagement: This Prior Information Notice (PIN) has been issued to the open market to seek expressions of interest from suppliers that wish to take part in market engagement to assist Essex County Council (ECC) in understanding the advertising arena in more detail to shape future planning. ECC would like to hear from suppliers willing to share information about their approach to the provision of Bus Shelter infrastructure including maintenance, supply, installation and delivering advertising revenue opportunities. This PIN is not a call for competition, for the purposes of Regulation 26(9) of the Public Contracts Regulations 2015. ECC is keen to understand potential approaches for the management of supply, maintenance and installation of Bus Shelters across Essex and associated advertising. ECC would like to engage the market to understand different models for achieving our minimum aim of awarding a cost neutral/income generating contract with a view to potential for future revenue growth. ECC envisage a contract that would require the supplier to install and maintain bus shelter infrastructure, whilst generating income from the advertising opportunities available with the shelters. Suppliers will suffer no prejudice for not participating in ECCs market engagement. With the exception of commercially confidential information, which the supplier should indicate as such, information gathered during the engagement event may be used to inform ECC’s future requirements and may also be published to all suppliers together with any other relevant documents in the event of any future procurement activity.
