North East Lincolnshire Council is exploring the option of offering a Shared Cost Additional Voluntary Contributions (AVC) benefit scheme to employees. In order to implement this, the Authority is considering a fully managed solution (including a compliant system) to facilitate the administration of this scheme. In order to implement this, the Authority is considering a fully managed solution (including a compliant system) to facilitate the administration of this scheme. The online system will be expected to manage the employee application process, provide an employee account overview of ongoing contributions, minimise administration for the Authority and increase employee engagement. The Authority would expect the Provider of the solution to maintain appropriate links with all stakeholders, such as Prudential and East Riding Pension Fund, ensuring compliance with legislation and all parties’ procedures. By offering this benefit, the Authority aims to maximise National Insurance savings for both employee and employer through a salary sacrifice arrangement. An alternative option considered by the Authority is to create and manage a manual operation within the Authority’s People and Culture service, however, the Authority considers this to be a time consuming exercise that might not realise the full potential of the savings.
