Tender description

This service is focused on the prevention of sexual ill health and includes primary and secondary prevention deliverables alongside the provision of support for vulnerable groups living with sexual ill health and who have wide ranging complex issues. The Commissioner acknowledges that there is a range of expertise found in different organisations and is interested in a collaborative contractual and service delivery model that best utilizes resources and assets. Public health outcomes The service will support delivery against the 3 main sexual health public health outcome framework measures: — reduction in the rates of sexually transmitted infections (STIs), — reduction in the rates of late HIV diagnosis, — reduction in the rates of under 16 and under 18 conceptions. Local service outcomes The service will also contribute to following local sexual and reproductive health outcomes — reducing the rate of new STI and HIV diagnosis in vulnerable and high risk population groups, — increased uptake of HIV testing in those most at risk, — reduction in sexual and reproductive health inequalities across population groups, — reduction in the support and service demands for high risk groups living with HIV. Scope — the service model and delivery will reflect the diversity of the communities, physical, learning and sensory disabilities and will be delivered in appropriate languages and formats across the media utilised, — the service model will include both universal and targeted approaches, — the delivery will include preventative and support interventions, — provision will be to the whole population, targeted groups, individuals and communities professionals/frontline staff and organisations, — it will include information provision, skills development and support for individuals with high needs and risks, — it will use digital approaches to all aspects of service delivery which will include information disseminating e.g. Apps, appointments and test results information.
