NHS Sheffield Clinical Commissioning Group (CCG) (the ‘Authority') intends to extend the contract without competition during the period 1.2.2020 to 31.1.20203 with the incumbent providers as detailed below: Sheffield Children’s NHS Foundation Trust (SCNHSFT) is commissioned to provide physiotherapy and occupational therapy (PT/OT) services for the paediatric population of Sheffield. The service already provides a level of intervention for sensory needs associated with autism spectrum conditions. As part of an ongoing programme of service review, Sheffield CCG has identified a gap within its current specification and associated commissioned service provision for children and young people with sensory needs and would therefore like to commission an extended service offer to address this gap. As part of an ongoing programme of service review, Sheffield CCG has identified a gap within its current specification and associated commissioned service provision for children and young people with sensory needs and would therefore like to commission an extended service offer to address this gap. For example, the current service offer only delivers workshop information sessions for parents of children and young people with sensory needs, not to the children and young people themselves. Sheffield CCG would therefore like to commission an offer for children and young people and it will ensure a more consistent, joined-up service if it is delivered by the same provider which delivers workshops to their parents. Sheffield CCG would also like to commission the service to deliver a programme of training and support, using a locally developed toolkit, to all mainstream schools and a range of specialist settings (e.g. the inclusion unit) within the Sheffield area. Sheffield CCG is therefore of the view that it is in the best interest of Sheffield residents to make a direct award of contract to SCNHSFT. Further rationale supporting this view is — a pilot of this service was commissioned by a group of schools in Sheffield using charitable funding and delivered by SCNHSFT. The SCNHSFT service developed and implemented the toolkit that will be commissioned and rolled out to all schools in Sheffield so to ensure consistency of approach and equity of access, it would be sensible for SCNHSFT to deliver the service over a wider footprint, — knowledge of, and established working relationships with, local processes and pathways and other services and agencies local to the Sheffield area, will be essential in successful delivery of this service. For example, the service will be working very closely with schools and with social care. The team at SCNHSFT already have this knowledge and have built these relationships. The service will also need to work very closely in a multidisciplinary way with other health services such as CAMHS, which is also provided by SCNHSFT, — the model is dependent on recruiting some additional clinical staff (therapists, therapy assistants and admin support). These staff will all need line management and professional supervision. It would therefore make sense to slot these additional staff into an existing team and management structure with associated infrastructure already in place, — the total value of the contract is 96 000 GBP in the first year (to allow for set up costs) and 86 000 GBP on a recurrent basis from year 2 onwards. 80 % of the contract value is for staffing and 20 % of the contract value is to cover overhead costs.
