Harrow Council will be releasing a tender opportunity in January 2020 for an experienced and licensed service provider to supply materials recovery facility (MRF) services for the haulage, sorting, recycling, marketing and onward sale of dry mixed recyclable materials. The service provider will be required to sort all of Harrow’s Dry Mixed Recyclables (DMR) (currently circa 18 000 tonnes per annum) in an existing MRF. Harrow Council currently collects waste from approximately 72 000 households within the borough. It collects all types of household waste on a fortnightly basis consisting of a Dry Mixed Recyclables collection service (240 litre blue wheeled bin) including glass. DMR contamination levels are low and the material is considered to be high quality and desirable in the market. The tender exercise will facilitate the opportunity for prospective service providers to carry out their own sampling and testing to ascertain material quality and suitability for their facility. Through this contract it is the authority’s intention to enter into a long term agreement with a suitably qualified service provider. The service provider will be responsible for undertaking the following activities: (a) collection (i.e. acceptance) of contract material and transportation of contract materials from the authority’s nominated bulking facility(s) to the service provider’s MRF; (b) reception, sorting and separation of contract materials at a MRF in a manner that maximises quality; (c) undertaking all reasonable measures to maximise the financial value from contract materials; (d) securing arrangements for the onward processing/sale of recyclable materials for recycling; (e) handling and recovery/disposal of any non-recyclable materials and unacceptable materials resulting from the processing of contract materials; (f) the provision of contingency arrangements in the event that the MRF or the service (or any part of the service) is unavailable; (g) reporting performance to the Council. The authority welcomes bids from all suitably qualified service providers and will provide details of the full scope of the contract in the tender documents to be released early January 2020.
