Tender description

In summer 2019 the Ministry of Education and Research gave the Norwegian Directorate of Education and Training the task of announcing resources for municipalities who would like to test out alternative practices for better adapted learning in nurseries and schools. The goal is to strengthen the offer for children and pupils who have special needs, both through ordinary and special education. Five municipalities were chosen: Dovre/Sel, Lillehammer, Rælingen, Steinkjer and Vanylven, see the attached applications (annex 3). The goal is to strengthen the offer for children and pupils who have special needs, both through ordinary and special education. Five municipalities were chosen: Dovre/Sel, Lillehammer, Rælingen, Steinkjer and Vanylven, see the attached applications (annex 3). Pilots for more inclusive practice in nurseries, schools and before-and-after-school care will work on how nurseries, schools and before-and-after-school care can work to ensure that all children and pupils get a good adapted and inclusive offer. The project will contribute to the knowledge basis within areas such as adapted learning, early help, special educational help/special teaching and inclusion. The Norwegian Directorate of Education and Research would like to recruit a tenderer to follow the work in the five municipalities up until spring 2022, see the assignment letter 10-19 Pilots for more inclusive practice in nurseries, schools and before-and-after-school care — part 1 (annex 2). This assignment will be a participatory research project, where the tenderer follows the processes that are being researched, without being a responsible participant. The tenderer is to give dialogue based support to the municipalities from someone that is close to the work. The pilot projects vary between the municipalities, both in scope and initiatives. They vary from small scale projects in nurseries and schools to more comprehensive development projects in the entire municipality. Some municipalities have projects that have been ongoing for some time, whilst others are in the process of starting up the work.
