Tender description

Pursuant to Reg. 40 of the Public Contracts Regulations 2015 (as amended) the contracting authority is conducting market consultation with a view to preparing the procurement of biowaste treatment services and informing economic operators of their procurement plans and requirements. The authority invites economic operators with experience of providing biowaste treatment services to attend a request for information (RFI) day on 13.1.2020. Economic operators intending to attend are requested to complete a draft RFI questionnaire which is available on the Buckinghamshire Portal and return it to the authority via the Portal by 17.00 on 8.1.2020. Responses will be discussed with individual economic operators during 50 minute meetings on 13.1.2020. Following the RFI day economic operators are requested to complete their final RFI questionnaire and return it to the authority via the Portal by 17.00 on 15.1.2020. The contract will include the bulking, haulage and treatment of biowaste. Food waste, green waste, bulky waste and wood waste are proposed to be included in the biowaste treatment services. Food waste will be presented to the contractor at transfer facilities for onward treatment or may in part be direct delivered to a treatment facility. Green waste will be presented to the contractor at a transfer facility(ies) for onward treatment. Bulky waste that is presented to the contractor is to be shredded and delivered to the contracting authority’s EfW facility at Greatmoor. Wood waste will be presented to the contractor at a transfer facility for transfer and treatment. The contractor will be required to manage the transfer operations at the contracting authority’s High Heavens waste complex and to provide appropriate plant and machinery. This may also be required at a further site held by the future contracting authority.
