This is a prior information notice for the procurement of a paediatric psychiatric liaison services for Portsmouth and Fareham and Gosport South East Hampshire CCG and Portsmouth CCG. It also confirms the intention to direct award the new model contract to ensure continuity of service from 1.4.2020 to Solent NHS Trust for a period of 5 years. The paediatric psychiatric liaison service will be based within the Queen Alexandra Hospital Portsmouth, operating both on paediatric wards and the paediatric emergency department. The provision of a paediatric psychiatric liaison services has been the intention of commissioners for several years, with an initial pilot in 2018 which was supported by Solent NHS Trust. Through a national initiative, additional funding from NHSE enabled a second phase pilot in 2019 for which rapid mobilisation was required. The continuity given by using the same provider has enabled a period of time for commissioners and providers to work together through a period of co-design, involving a series of structured developments and testing of varied delivery models in-line with both national requirements as well as linked with local service transformations. Due to the complexity of the service, there are a limited number of providers locally in the market. Other options have been explored with alternative providers; however this has been declined due to limited capacity. On that basis the intention is to direct award the provision of the service to Solent NHS Trust for a period of 5 years from 1.4.2020. The intention to award for a period of 5 years will total 1 309 575 GBP; due to potential activity fluctuation and demand forecast, the value is estimated to be between 1 300 000 GBP-1 500 000 GBP.
