Tender description

Why the Work is Being Done We need to improve and enhance our existing travel booking site - DigiTS and add new commercial agreements and features to the service to meet our customers’ needs and support CCS’ growth targets. We require a development partner to deliver Phase 2 and 3 enhancements and additional functionality for our existing Travel booking site - DigiTS. Problem to Be Solved Phase 2a includes critical service improvements to support our key customers and design/ architecture fixes. Phase 2b includes the integration of RM6013 - Public Sector Vehicle Hire solutions agreement. We need to integrate the Vehicle Hire suppliers through a punch out to the Vehicle Hire supplier’s online booking tool and integrate MI, through monthly data upload to our system. Phase 3 includes the addition of Lot 2 of the new PSGTVS commercial agreement and the punch out to the PSGTVS supplier’s online booking tool and integrate the MI. Supplier will be required to perform user testing during the delivery of this contract. The project is implemented as a Maven multi-module project, implemented with the Spring Boot framework. The core technologies for the project are: • Java 8 • Spring framework, including Spring Boot and Spring MVC • Thymeleaf for web page templating • JUnit and Mockito for unit testing • SLF4J for logging • Liquibase for database schema management • Cucumber and Selenium Webdriver for automated end-to-end testing • Togglz for feature toggles • Swagger for API documentation. • Gluu open source Identity Provider (IdP) Who Are the Users Public Sector users need to be able to log in and access the services provided. Private sector suppliers who are on the framework and provide a service to CCS’ customers. CCS Staff and the Travel Category, who need to access the service and manage the frameworks and Travel service. Early Market Engagement N/A Work Already Done DigiTs is an existing service (https://travel.crowncommercial.gov.uk/) owned and managed by CCS. The development of this service was completed by a Third party who have been supporting the service to date. There may be a need for occasional travel to other CCS Offices.at The Capital Building, Old Hall St, Liverpool L3 9PP All travel and subsistence shall be charged in accordance with Crown Commercial Service Policy Working Arrangments Remote working is encouraged with regular contact between the Dev teams and CCS colleagues. Agile Daily Stand ups Fortnightly Sprints, Retrospectives and Show and Tells. Code in the open DigiTS code will be stored within the CCS github instance, and access will be granted to that repository to the developer. All releases will be published to github and tickets etc made available in Jira Software (or equivalent). Security Clearance SC required Potential Bidders that are selected for the further competition stage will have to sign a Non-Disclosure Agreement (NDA) prior to receiving the Bid Pack. Additional T&Cs Service must be compliant with: WCAG 2.1 AA accessibility standards NCSC Cloud Security Principles - The service will be subject to CCS initiated ITHC and the supplier shall be responsible for any remediation required • Potential Bidders must confirm they are already or will sign up to the CCS e-Sourcing Suite (Https://crowncommercialservice.bravosolution.co.uk/web/login.html) for the Further Competition Stage before the Shortlisting Stage submission deadline. • Potential Bidders must agree to abide by Crown Commercial Service’s Process for the Further Evaluation Stage. Skills & Experience Demonstrate at least two years’ experience developing JSON/XML based APIs Demonstrate at least two years’ experience building, and managing public cloud based infrastructure services within AWS hosted services and using a mix of AWS’ standard and customer customised tooling Demonstrate at least two years’ experience working with and enhancing services created by other developers Demonstrate at least two years’ experience of architecting robust, scalable systems using public cloud technologies, service-oriented architecture, microservices, integration; knowledge of system security risks, and a pragmatic mitigation approach. Demonstrate your ability to facilitate and deliver Version control working on a live service and testing prior to release with minimal service disruption and downtime. Nice to Haves Demonstrate how you prototype and test with users and stakeholders and how you turn this research data into clear findings to inform what is built. Demonstrable experience of designing content to meet user needs and making complex language and processes easy to understand in line with pre-existing styles and standards. Demonstrate experience of successfully providing coaching in agile methodologies and ensuring uptake of agile methodologies within the wider project team. Demonstrate at least two years’ knowledge of working on agile projects as part of a multidisciplinary team, as outlined in the Government Service Design Manual and Digital Service Standard. Demonstrate at least two years’ knowledge of iterative prototyping, designing and building services which meet both user needs and the GOV.UK guidelines for content design, service design and Accessibility No. of Suppliers to Evaluate 5 Proposal Criteria High level approach - how you will approach delivering these enhancements to the DigiTS platform, whilst maintaining functional services to CCS Customers, delivering against Category needs and requirements. 17% Timeframes - Please demonstrate via a case study how you competed a piece of work in accordance to agreed timetable and on budget. Detail this at Sprint level.. 17% Release planning - Detail how you will work with CCS’ Apps Infrastructure team to ensure there is no service disruption to the DigITS service whilst development is undertaken. 17% Service Handover upon completion - what provisions will you make to ensure sufficient knowledge transfer to CCS takes place in advance of service handover? Please provide supporting documentation. 17%. Demonstrate and detail your process and procedures for identifying and managing risks, resolving issues and feeding learnt back into managing risks 15% Demonstrate your team structure and define your proposed estimated timeframes.
