Tender description

Wolverhampton City Council has taken the decision to abandon the current tender process for the provision of e-Learning solutions, this decision is applicable for all 3 lots: Lot 1: Learning Management Solution (LMS); Lot 2: e-Learning Training Modules; Lot 3: Online Career and Personal Development Solution; The Council has determined that during the procurement exercise certain mandatory requirements in the specification have changed. The Council feels the best action is to abandon the current process and the review the specification. The Council is seeking to procure a learning management solution (LMS) to manage all training requirements that will administer the whole learning process for e-Learning courses and allow classroom-based learning to be booked and managed through the system. The LMS users will be employees of Wolverhampton City Council, Wolverhampton Homes, schools, safeguarding boards and services commissioned to provide council business e.g. early years and voluntary sector providers. The LMS will be managed by the organisational development team at the Council. The LMS will need to accommodate 10 000 users and 6 administrators. The Council is tendering for the provision of ready built e-Learning courses. There should be a full suite of courses available including as a minimum: — introduction to health and safety, — manual handling, — risk assessments, — protecting information (GDPR), — equality and diversity, — safeguarding, — corporate parenting, — child sexual exploitation, — customer services, — dementia awareness, — prevent, — adult social care, — children’s social care — ICT – microsoft office, — management development. The courses will be used in our e-Learning solution that is being procured as part of Lot 1 of this tender exercise. Courses must be SCORM compliant. The Council are looking to procure an intuitive online career and personal development portal that has learning content to support employees across the council to manage their individual development. The supplier must provide the learning content and it must cover a wide range of learning tools and resources including, but not limited to: — interactive tools and resources that will enable users to assess their preferences, style and needs, plan and record their progress, and move to make their career goals happen, — MS Office IT Skills courses package; Excel, Outlook, Word and PowerPoint, — career self-assessment tools to identify and understand a variety of personal attributes, summarised with advice and recommendations, — soft skills courses, Interactive courses covering the core personal and professional skills for the modern workplace.
