The introduction of the Homelessness Reduction Act 2017 (HRA) imposed additional duties on Local Housing Authority extending services to all eligible households irrespective of being in ‘priority need’ or ‘intentionally homeless’. This has increased the demand for services by single people and households with multiple and complex needs presenting an increasing volume of challenging behaviour for staff delivering housing services to deal with. This requires a new approach to service delivery. The council wants to ensure it doesn’t disadvantage people with challenging mental ill health and/or a history of trauma, which causes them to present in a challenging manner. We are seeking to deliver a comprehensive training programme to ensure that Housing Services are delivered in a psychological and trauma informed environment. Within Oxford City Council and West Oxfordshire District Council there are up to 110 people who would benefit from varying levels of training and will also be offered to colleagues in a homelessness prevention champions’ network who represent statutory organisations, housing associations and housing support organisations.
