Tender description

Public Health nursing consists of health visiting and school nursing Services which historically have been commissioned through 2 separate specifications and 2 separate contracts. From 1.8.2020, these Services will combine into a single 0-19 Public Health Nursing Service, (the Service) with no division between Services for 0-4 and 5-19-years old. To support the shift in delivery and break away from previously held expectations, we envisage a rebranding and relaunch of the Service. We expect the provider to enable this differentiation through any branding and communications. This will provide an opportunity for the transformation of 0-19 Services, which will improve outcomes and maximise use of resources for all children and young people and their families living within the boundaries of Hampshire County Council and the Isle of Wigh. The contracting authorities conducted the procurement using a one stage procurement process conducted under the ‘Light Touch Regime’ as set out in Part 2, Chapter 3, Section 7 (Regulations 74 to 76) of the Public Contracts Regulations 2015 in accordance with the requirements of the Council’s contract standing Orders for the purposes of procuring the Services described in the Service Specification (the ‘Services’). The procurement is split into 2 lots, one for Hampshire County Council and one for Isle of Wight Council. There were 3 award questionnaires, one which covers questions generic to both lots which all providers tendering must complete. The other 2 questionnaires are lot specific and providers must ensure that they completed the correct questionnaire for the lot that they are tendering for. Some of the award questions contain gateway elements to them. These are yes/no questions which providers must correctly answer or their written response will not be considered.
