Tender description

NHS England South (South East) sought to commission a lead provider model for integrated healthcare services to Sussex adult prisons, HMP’s Ford and Lewes, in order to support integrated patient centred care across the full range of health service specialties detailed in the service specification(s). NHS England used the most recently published, long form NHS standard contract for the provision of the healthcare service(s), including the alternative provider medical services contract, and an NHS personal dental services contract for the dental services provision. A tripartite agreement would be necessary between the prime provider, the dental services provider and NHS England if the prime provider could not hold a PDS contract in their own right. NHS England would hold a contract(s) with the prime provider, who in turn could directly provide care and/or subcontract care to other specialist providers. The contract is due to commence on 1.4.2020. Contract duration is 7 years. This exercise was carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of NHS England South (South East). This service was commissioned as part of the overall offender health pathway within the prisons and as such the model will ensure an integrated, recovery orientated service delivery system both within the prisons and onwards into the community. The service will focus on delivering person-centred care within seamless, integrated structured clinical and psychosocial interventions/services in prison and facilitating arrangements through the gate into the community to ensure effective continuity of care. Close joint working with other healthcare services (including external community and acute health settings) will be required. The provider must develop a close collaborative working arrangements and relationships with the HMPPS management and staff in both prisons as well as other departments within the prison such as education, offender management, and physical education. The service is to be made available to all prisoners within the establishment(s). The provider must meet the unique needs of the establishments and take into account the needs of the population within that establishment. The services included: — general practitioners provision, — primary care nursing, — dental services — HMP Lewes only, — pharmacy services (including mechanism for OOH provision), — inpatient unit facility at HMP Lewes, — substance misuse services (including substance misuse wing at HMP Lewes). (NB: service delivery commencement for this element is deferred to 3.10.2020 for HMP Lewes only. Provision at HMP Ford will commence on 1.4.2020), — optometry, — podiatry, — audiology, — primary and secondary mental health and learning disability services, — health promotion and prevention, — appropriate administrative and data management support (including data intelligence and reporting resource; date and intelligence analysis), — musculoskeletal therapies, — smoking cessation, — blood born viruses testing to include funding, access and delivery (including provision of testing facilities where necessary), — consultant-led Pain management clinic(s), — therapies, — sexual health screening. In addition, the provider would be responsible for ensuring effective and meaningful pathways of care are established with community based specialist health provision, including hospital based services. The current contract for substance misuse service (SMS) for HMP Lewes expires on 2.10.2020. The preferred bidder will be expected to liaise with the SMS provider and ensure mobilisation of services under this contract as part of the Integrated service model from October. NHS England will work with the provider to transfer the responsibility for IM&T provision to the provider during the life of the contract, via a contract variation. Please see the service specification for further details. NHS England will implement a shared approach to the management of Escorts and Bedwatches. In order to ensure the provider can manage escort and bed watch services in an effective and efficient manner and to protect the provider against significant bed watch and escort costs that are out of their control, NHS England will include a risk share agreement scheme within the contract. The maximum total contract value for the service will be 42 235 000 GBP which includes escorts and bedwatches budget.
